
Utilities Management Officer

Job summary:
The Utilities Management Officer is responsible for overseeing the planning, execution, and completion of utility services across all developments of Raemulan Lands, Inc. and Rayvanes Realty Corporation. This includes managing the entire process of utility provision—from application to final energization—for electrical services, as well as for other utilities required in the projects, such as water.
The Utilities Management Officer ensures that all utility applications are processed efficiently, coordinates with service providers and regulatory agencies, and monitors progress to guarantee timely delivery of utilities in line with project schedules. The role also involves addressing technical and administrative requirements, ensuring compliance with relevant standards, and proactively resolving any issues that may arise during the utility installation process.
Job responsibilities:

Oversee the end-to-end process of utility application and completion across all developments of Raemulan Lands, Inc. and Rayvanes Realty Corporation.

Manage the application, processing, and energization of electrical utilities in coordination with relevant service providers and agencies.

Coordinate with contractors, utility companies, and regulatory bodies to facilitate timely provision of utilities such as electricity and water.

Prepare and submit documentary requirements for utility applications, permits, and compliance certifications.

Monitor the progress of utility installation and activation to ensure alignment with project timelines.

Monitor the evaluation of utility plans and designs to ensure technical feasibility, regulatory compliance, and cost-efficiency.

Conduct inspections and site visits to verify the readiness of projects for utility connection and energization.

Liaise with internal project teams to communicate utility-related milestones, issues, and resolutions.

Resolve conflicts, delays, or issues arising from utility service provision and installation.

Maintain an up-to-date record of utility applications, permits, contracts, and correspondence.

Review utility service contracts, billing statements, and proposals for accuracy and alignment with project requirements.

Ensure compliance with all relevant regulations, safety standards, and company policies related to utilities.

Plan for future utility needs of ongoing and upcoming developments, ensuring adequate infrastructure and coordination.

Report regularly to management on the status, challenges, and accomplishments related to utility operations.
Job qualifications:

Bachelor's degree in Electrical Engineering, Civil Engineering, Mechanical Engineering, or a related field.

At least 5 years of relevant experience in utility planning, infrastructure development, or construction project management, with 2 years in a supervisory capacity.

Completion of training in project management, utility systems planning, regulatory compliance, or energy systems is preferred.

Licensed Engineer (e.g., Registered Electrical Engineer, Civil Engineer, or Mechanical Engineer) preferred. Certification in Project Management (e.g., PMP) is an advantage.

Demonstrated ability in project planning, coordination with utility providers, interpretation of technical plans, and regulatory compliance. Skilled in problem-solving, technical report writing, and the use of productivity tools such as MS Project or AutoCAD.

Willing to work office-based with regular fieldwork required to inspect sites, coordinate with service providers, and ensure project compliance and progress.
