Project Quantity Surveyor

Duties and Responsibilities:
1. Responsible in preparing realistic, adaptable and accurate initial budget estimates and cash flow projections.
2. Conducts quantity take-off and estimate on the various stages of the project in coordination with the Cost Engineer and the Quantity Surveying Department (CSA) for works including but not limited to the following:
a) Square Cost Estimate;
b) Schematic Design Estimate;
c) Conceptual Design Estimate;
d) Design Development Estimate;
e) Definitive Office Estimate;
f) Detailed Bill of Quantities; and
g) Value Engineering.
3. Gives advice, coordinates with and assists the PM/CM in establishing and maintaining bid documentation and tendering procedures through preparation of bid packages and standard bid documents.
4. Represents bid conferences and project meetings, analyses tender submissions, prepares bid evaluation reports and recommends tender awards for bid negotiations.
5. Establishes financial analysis and projections, cost monitoring as per construction agreements and maintains such to incorporate in the PM/CM project report at a monthly regular reporting to the Owner.
6. Prepares and evaluates monthly progress billing statements submitted by the contractors/suppliers at regular intervals for the duration of the project; evaluates and transacts variation/change order claims, maintains updated list of all bonds and insurances reflecting validity and expiration dates of contracts; assists the PM/CM in the evaluation of time extension claims by the contractor/supplier; and prepares report on contractors/suppliers final account close-out.
7. Prepares, calculates and controls budget for man-hours, equipment and materials. Proposes corrective action solution in case of expected budgetary lapses to avoid delay of the project.
8. Prepares and maintains a systematic directory of suppliers/contractors and subcontractors contact persons, telephone numbers, facsimiles, e-mail addresses, mobile or calling cards for technical and cost references.
9. Liaises, consults and communicates with Engineers, Architects, Owners, Contractors and Subcontractors on any changes and/or adjustments to cost estimates through maintaining a directory of Project Consultants, Designers and Owner's contacts and representatives.
10. Recommends corrective solution in case of conflict between planned and actual application.
11. Prepares monthly reports for QS work to be incorporated in the monthly report to be submitted by the CM, and proposes work sequence and procedure beneficial to the progress of the report.
12. Handles and manages a maximum of three (3) projects, depending on the size and complexity.
13. Ensures that all relevant quality objectives, work instructions in the Department and the Organization's Quality Management System are being followed in the preparation of all works being undertaken.
14. Exemplifies qualities that would encourage staff loyalty, teamwork and dedication to the organization.
15. Any other work or task as directed by the Senior Quantity Surveyor and Quantity Surveying Manager (CSA).
