Job Summary
Primarily responsible for the regular assessment of bridge resource management and bridge procedures execution. Assessment of cargo operations and other shipboard operations, conduct of investigation, safety audit, inspections, emergency drills, training and continuous improvement.
Specific Duties and Responsibilities
Bridge Procedures, Charts and Bridge Equipment
1. Regularly boards the vessel to conduct assessment of bridge resource management, watch keeping arrangement, passage planning and monitoring, ship's routing and traffic separation schemes, navigation, operations and maintenance of bridge equipment.
- Facilitates discussion of bridge procedures improvement thru problem solving (plan-do-check-act), analysis of identified navigational risks, case studies, near misses and suggestions for improvement from Master and officers.
Cargo Operations and Other Shipboard Operations
1. Coordinates with the vessel deck officers in the inspection of cargo operations, cargo securing system, handling and stowage of cargoes, coordination with branch operations officers as well as other shipboard operations.
2. Handling stowage of hazardous cargoes and coordinates with involved vessels and branch operations with respect to dangerous cargoes.
3. Supervises the discussion of cargo operations improvement thru problem solving (plan-do-check-act), analysis of risks, suggestions for improvement on safety procedures
Ship Management
- Assists the DPA in evaluating Deck and Safety related maintenance activities and coordinates with Technical Superintendents and the Procurement Department on items needed by the vessels.
- Assists in the assessment of SMS skills ashore and onboard thru the conduct of training, lectures, and inspections thereby evaluating compliance to operational requirements, flag state rules and regulations, and defined procedures.
- Aides the DPA in implementing defined procedures and continuously improve defined levels of authority, duties and responsibilities, lines of communication, provision of needed resources and support, and improve on the observance of key shipboard operational procedures, and determine actions needed in relation to reported vessel incidents, accidents and non-conformities.
- Participates in the evaluation of all deck, safety and navigational operation activities of the vessels to meet class and statutory requirements demanded from the Company.
- Coordinates with key departments in providing assistance and addressing key shipboard operational concerns like navigational aids, job requests, and safety related equipment.
- Monitoring of Garbage Management Plan, Oil Record Book, Ship's Plan, Shipboard Oil Pollution Emergency Plan, Sewage Record Book Cargo Securing Manual and other related documents.
Continuous Improvement
1. With the DPA and the SQT team, contribute to the analysis of non-conformities, incident reports, near misses, case studies, and implement fleet wide corrective and preventive actions
Human Resources/Personnel
1. Ensures that qualifications of officers and crew on board meet mandatory requirements.
2. Conducts initial interview on new applicants for deck officers and ratings.
3. Crew reporting at SQT for pre-embarkation and disembarkation requirements.
Emergency Contingency
1. Participates in evaluating vessel procedures in dealing with potential emergency shipboard situations including drills and exercises, ship visits, and safety inspections.
Safety Audit, Inspection and Conduct Drills
1. Conduct of regular audit of Safety Management System, safety inspections and navigational audits, emergency drills (deck, engine and hotel personnel), collision avoidance drills and other required exercises.
2. Monitoring of and ensures all onboard safety drills and exercises are carried out, as well as evaluates them on agreed standards.
3. Assist in the conduct of investigations and analysis of accidents, incidents, near misses, non-conformities and hazardous occurrences and implement recommendations across the fleet to avoid recurrence.
4. Conducts regular onboard verification, audits and safety inspections for deck, engine and hotel departments in coordination with the SQT Team and the Technical Superintendent as directed by the DPA.
5. Participate to conduct investigations and analysis of accidents, incidents, near misses, non-conformities and hazardous occurrences and implement recommendations across the fleet to avoid recurrence.
