What You Will Be Doing

As a Project Controls Manager at Spencer Ogden, you will be responsible for implementing, managing, and maintaining project control standards, procedures, processes, and protocols to ensure successful project delivery.

Main Responsibilities:

  • Implement and manage project control standards, procedures, and processes to ensure successful project delivery.
  • Collaborate with project and contract managers to integrate scheduling, cost control, risk management, and standard reporting tools effectively.
  • Lead project planning during the execution stage and maintain a developed standard work breakdown structure for project schedules.
  • Establish an effective coding structure for project scope of works and synchronize it with project schedules and cost management tools.
  • Maintain and update the overall project-integrated schedule aligned with the project timeline.
  • Oversee review and integration of contractor's schedule, including milestones, interface requirements, obligations, key deliverables, and critical path activities.
  • Facilitate project teams to review and approve the project schedule, set as baseline, and integrate into the master integrated schedule. Track progress against the baseline schedule.
  • Implement standard schedule review, approval, and schedule change management system.
  • Monitor schedule status reviews, analyze schedule trends, and formulate recommended corrective actions to the project team.
  • Assist project/contract manager with recovery plans, look ahead plans, and critical path monitoring.
  • Conduct schedule review meetings with individual project teams and highlight areas of concern, providing early warnings regarding delays.
  • Implement cost management system according to project controls standards.
  • Establish effective cost breakdown structure (CBS) and cost controls for direct and indirect costs to the project.
  • Maintain detailed cost monitoring for the project using the Construction Budget Monitoring Tool.
  • Facilitate budget review meetings with development and execution teams, highlighting budget deviations.
  • Lead cost review meetings with project teams and contractors to identify cost variance, potential liabilities, and unforeseen expenses.
  • Analyze cost data to identify variances and trends, provide recommendations for cost optimization, and maintain a cost-to-complete forecast, reporting deviations, trends, and changes.
  • Assess total project estimated cost to complete and estimate at completion cost of the project.
  • Collaborate with contracts team to support EOT claims assessments.
  • Establish earned value management (EVM) to ensure project cost captured in the schedule is accurate.
  • Implement risk management system according to risk management standard, process, and templates to maintain consistency.
  • Lead risk review meetings and record identified risks per package, integrating each package risk into the overall project risk monitoring system.
  • Report significant project/package risks to the Project Manager/Director and other key stakeholders.
  • Regularly assess project risks and recommend measures to minimize their impact on project outcomes.
  • Implement standard progress tracking system for all packages to measure overall project progress.
  • Evaluate project schedule reflecting realistic project plans, indicating potential risks, dependencies, and constraints.
  • Establish overall project progress tracking system and ensure progress is updated regularly.
  • Analyze plan vs actual progress, review forecast completion dates of each package, and assess impact on overall project timeline.
  • Support project manager in preparing overall monthly progress report.
  • Review planning and scheduling reports for different contractors, highlighting areas of concern to the Project Director/Manager.
  • Ensure project teams follow standards set by the project controls department.
  • Identify critical path activities of each package and overall project that could potentially delay the project and report to the Project Director/Manager.
  • Identify and quickly resolve potential scheduling conflicts, resource requirements, and other operational disruptions with project teams.
  • Work with project teams and relevant departments to address delays, providing mitigation strategies and corrective actions wherever needed.
  • Develop and measure each package and overall project key performance areas and indicators related to scheduling efficiency and productivity.
  • Develop and maintain dashboard reports and maintain the database.
  • Provide regular status updates of the project to the functional department manager - Head of Project Controls.
  • Facilitate communication across functional teams to ensure integration with the standards, processes, procedures, templates, and any new initiatives.
