Licenses, registrations, and accreditations are the lifeblood of any business. As a Regulatory Compliance Manager at Starlight Business Consulting Services Inc., you will be responsible for ensuring that our clients' licenses, registrations, and accreditations are in order.

Responsibilities:

  • To take operational management of the licensing services, ensuring that resources are used effectively to address priority issues and achieve performance and quality standards targets.
  • To implement service strategies that align with the requirements, best practice guidance, and organizational change as directed by the General Manager.
  • To assist in the formulation and review of relevant policy and compliance protocols, and develop monitoring procedures to ensure compliance.
  • To develop performance management systems as directed by the General Manager and establish protocols designed to deliver continuous service improvement.
  • To produce detailed service performance reports and take appropriate management action to ensure that performance targets are achieved.
  • To provide technical advice on related licensing matters and provide detailed advice and guidance to managers and the Management.
  • To liaise extensively to oversee and take appropriate management action to ensure that applications, submissions, filings, and processes within the services timeframes.
  • To undertake responsibility where appropriate to resolve highly complex issues and ensure that sensitive or contentious cases are correctly managed.
  • To oversee the appropriate use of document and evidential control systems and develop monitoring systems to ensure continued compliance with the Data Privacy Act.
  • To provide necessary support, advice, and guidance to the department on licensing and other registrations with agencies of the government.
  • To develop standards on Objectives and Key Results (OKRs) of the company to achieve progress and competence of employees.
  • To assist in the management programmers, visions, strategies into operational reality; via the development and review of service delivery plans.
  • To monitor new laws, regulations, memorandum circulars, and rulings on licensing, registration, accreditations, and other licenses.
  • To oversee and manage special registrations, accreditation, and licenses and to formulate effective methods of registrations.
  • To review and manage the quality of documents before submission and filing.
  • To deliver effective plans how to balance the volume of services handled by the department.
  • To work flexibly in undertaking duties and responsibilities as needed by the General Manager.

Requirements:

  • At least a Juris Doctor/Bachelor of Laws graduate or any related field; an advance degree is preferred.
  • At least 5 to 7 years' experience as Assistant Managerial Position plus 1 year experience and familiarity with registration, accreditation, and licensing particularly with the following government agencies: Securities and Exchange Commission, Bureau of Internal Revenue, City/Municipal – Business Permit and Licensing Office, National Food and Drug Authority, Department of Trade and Industry, Department of Energy, Central Bank of the Philippines, Anti-Money laundering Council, Bureau of Customs, Department of Agriculture, Philippine Amusement and Gaming Corporation, Department of Environment and Natural Resources, Department of Tourism, Philippine Overseas Employment Administration, International Air Transport Association, Land Transportation Office, Land Transportation Franchising and Regulatory Board, National Tobacco Administration, Bureau of Animal Industry, National Telecommunication Commission, Optical Media Board, Philippine Contractors Accreditation Board, Philippine Economic Zone Authority, Department of Labor and Employment, Department of Information and Communications Technology, Bureau of Agriculture and Fisheries Standards, and other agencies of the government.
  • Must have excellent communication and negotiation skills with the ability to effectively coordinate with internal and external stakeholders.
  • Must be proficient in MS Office applications.
  • Knowledge of quality assurance processes and procedures.
  • Ability to adapt to changing regulatory requirements and prioritize tasks accordingly.
