The Asian Development Bank (ADB) is a leading international development finance institution committed to achieving a prosperous, inclusive, resilient, and sustainable Asia and the Pacific. As a Principal Transport Specialist, you will play a key role in promoting sustainable transport initiatives in developing countries.

About the Role

You will be responsible for overseeing the preparation of annual portfolio management plans and monitoring portfolio performance of the transport sector. This involves coordinating with Project Administration Units (PAUs) of the transport sector office to ensure effective implementation, attainment of project results, and development impact.

Additionally, you will contribute to articulating and implementing policies and strategies for the transport sector in developing member countries (DMCs). This includes ensuring proper project identification, preparation, appraisal, documentation, and compliance with ADB's policies, operations manuals, project administration instructions, and assistance-related documentation during the development and implementation of loans, TA, and non-lending products and services (NLPS) for transport projects.

Responsibilities
  • Coordinate and provide guidance on the preparation of annual portfolio management plans, including targets for contract awards, disbursements, project completion reports, and technical assistance (TA) completion reports.
  • Monitor achievement towards overall portfolio management plan and targets, in coordination with various teams in the transport sector.
  • Lead establishment and management of SG-TRA portfolio monitoring system, including consolidation of portfolio performance data, in collaboration with the Procurement, Portfolio, and Financial Management Department (PPFD).
  • Ensure compliance with ADB portfolio management-related policies and guidelines.
  • Guide sector portfolio reviews, identify emerging challenges, and prepare initiatives to improve project quality and portfolio performance.
  • Participate in portfolio focal point network facilitated by PPFD and ADB-wide working groups related to portfolio management or project implementation.
Qualifications and Experience

To be successful in this role, you will need:

  • A Master's degree or equivalent in transport/civil engineering, transport economics, or other related fields; or University degree in transport/civil engineering, economics, or related fields, and at least 5 years specialized experience relevant to the position can be considered.
  • At least 12 years of relevant experience in the transport sector at senior technical or management level, preferably working for international organizations, governments, and consulting firms, including international experience.
  • Experience in preparing written technical and other reports (including at short notice and under mission travel conditions) on sustainable transport project concepts, technical scope, and feasibility, project implementation arrangements, and policy and institutional change proposals.
  • Proven technical expertise in the development, planning, and operation of sustainable transport initiatives in developing countries.
  • Ability to utilize and share relevant knowledge to benefit the broader ADB community and DMCs, including to support the expansion of ADB's sustainable transport support and operations in DMCs.
Benefits and Compensation

The salary for this position is estimated to be around $100,000 - $150,000 per annum, depending on qualifications and experience.
