SUMMARY

Responsible for overseeing and ensuring construction safety during implementation of PMD-CAPEX infrastructure projects across construction sites for multiple projects at various locations. Implement Maynilad safety policies, conduct risk assessments, and ensure compliance with safety regulations and industry standards. This includes providing training on construction safety procedures, conducting safety inspections, identifying potential hazards and investigating accidents or incidents, for PMD construction safety inspectors, the PMD construction team, and contractors' safety officers. The Construction Safety Manager works to minimize accidents and injuries while promoting a culture of safety on the job site. The Construction Safety Manager should also assist in developing and promoting continuous improvements on Maynilad's safety standard.

MAJOR RESPONSIBILITIES

  1. Manages the day-to-day activities of the team including performance monitoring, evaluation, and improvement.
  2. Develop and Implement Safety Plans: Create and enforce comprehensive safety programs and protocols to ensure safe work practices on construction sites.
  3. Conduct Risk Assessments: Identify potential hazards and evaluate safety risks to determine preventive measures.
  4. Safety Training and Education: Provide orientation to workers on safety procedures, equipment handling, and emergency response.
  5. Conduct Safety Inspections: Perform regular site inspections to ensure compliance with safety regulations and identify any unsafe conditions or practices.
  6. Monitor Safety Compliance: Ensure all Contractors adhere to safety regulations, industry standards, and Maynilad policies on safety.
  7. Investigate Accidents and Incidents: Analyze accidents or near-miss incidents, determine root causes, and implement corrective actions to prevent recurrence.
  8. Report Safety Performance: Track and report safety metrics, including accident rates and compliance audits, to management.
  9. Ensure Personal Protective Equipment (PPE) Usage: Monitor the proper use of PPE and ensure all Contractors and Inspectorate Team have the necessary safety gear for their tasks.
  10. Ensure compliance with government safety regulations, including Occupational Safety and Health standards.
  11. Promote a Safety Culture: Foster a culture of safety on the site by promoting open communication, safety awareness, and continuous improvement.
  12. Emergency Preparedness: Ensure that all PMD-CAPEX infrastructure projects develop and implement emergency response plans for accidents, fires, or natural disasters.
  13. Coordinate Safety Meetings: Organize regular safety meetings and discussions to review safety practices with Contractors.
  14. Maintain Safety Documentation: Keep accurate records of safety training, inspections, accidents, and safety meetings for regulatory compliance and reporting.
  15. Attend project meetings as needed: Particularly when health, safety, and environmental concerns are discussed.

MINIMUM EDUCATION

Associate or Bachelor's degree, preferably in Engineering, Construction Management, Occupational Health and Safety, or Environmental Sustainability related field. Certification in Construction Safety or a related discipline.

WORK EXPERIENCE

Minimum of five (5) years experienced in construction safety or a related field. Experience working on construction sites in a safety management role is highly valued.

CERTIFICATION

40-Hour Construction Occupational Safety & Health (COSH) training certification from DOLE accredited or recognized organization. DOLE (Department of Labor and Employment) – Accredited Occupational Safety & Health Practitioner. HIRAC-LCM certification.

KNOWLEDGE

  1. In-depth knowledge of OSHA regulations, local safety codes, and industry-specific safety standards.
  2. Familiarity with risk assessment methods and safety inspection procedures.
  3. Understanding of construction site hazards and mitigation strategies.
  4. Knowledge of personal protective equipment (PPE) requirements and safe handling procedures.

SKILLS

  1. Strong leadership and communication skills to train, motivate, and oversee workers and subcontractors.
  2. Ability to communicate and collaborate with foreign contractors and consultants.
  3. Excellent problem-solving and decision-making abilities.
  4. Proficiency in safety management software and record-keeping tools (including Microsoft Office).
  5. Ability to conduct detailed safety audits and inspections.

  1. Attention to detail and a proactive approach to identifying and addressing potential safety issues and discretion with confidential information.
  2. Ability to remain calm and focused under pressure, especially in emergency situations.
  3. Strong organizational skills and the ability to multitask effectively.
  4. Ability to work on construction sites, which may involve exposure to outdoor environments.
  5. High customer service orientation.

ADDITIONAL REQUIREMENTS

Valid driver's license (for site visits and travel to different locations).
