Organizational Context and Role:

The Programme Policy Officer (Monitoring and Evaluation) will work under the supervision of the Head of RAM, with guidance from the Head of Field Office and regular feedback from the Deputy Country Director on work performed. S/he will co-manage WFP’s M&E workstream, undertake analytical work, and support programme work, policy advocacy activities, or initiatives of a similar nature.

Job Purpose:

To ensure that robust monitoring, review, and evaluation plans, aligned with WFP corporate standards, are developed to generate quality evidence on beneficiaries’ lives and inform policy, strategy, programme design, and implementation. This includes coordinating monitoring activities, co-managing evaluations, and positioning WFP as a reliable partner to governments in developing monitoring, evaluation, and learning strategies. The Programme Policy Officer (Monitoring and Evaluation) will also support functional units in tracking progress against required performance indicators and generating relevant alerts on potential areas for improvement on a regular basis to inform management decision-making. S/he will play a strong role in ensuring data quality and timeliness through adequate follow-up with the field and other functional units.

Job Content:

  • With a primary focus on M&E functions, support the Head of RAM in the overall development and implementation of monitoring, evaluation, and learning workstreams across various programmes and projects, including vulnerability analysis and mapping (VAM), cash-based transfers (CBTs), gender, accountability to affected populations (AAP), and protection, ensuring alignment with corporate policies and guidance.
  • Coordinate with the Programme Unit to ensure that the required M&E systems are in place and effectively implemented to facilitate the transfer of food and cash to beneficiaries in WFP project areas.
  • Facilitate the development of systems and tools for monitoring and assessing food assistance needs, in line with innovative methodologies and best practices.
