As an Associate Financing Partnerships Officer, you will provide technical and operational support in the fund management and administration of relevant Japanese trust funds, notably the Japan Fund for Prosperous and Resilient Asia and the Pacific, the Japan Special Funds, and other Japan funded CCPF-managed trust funds. You will also provide input to improve ADB's financing partnerships policies, guidelines, and practices, monitor compliance with financing partners' requirements, coordinate the submission of required reports on project status and/or financial progress to the financing partners per the relevant cofinancing agreements or framework and coordinate the production and execution of the various knowledge product and services (KPS) activities of the funds. The incumbent is expected to support CCPF with strategic and project activities as required occasionally, including oversight of consultants.

Under the guidance of senior staff, manage independently on all or a combination of the following tasks and/or clearly defined areas, depending on the assignment/instructions from supervisors and at the incumbent's workplan:

  • Review the Japanese trust funds' portfolio ensuring balance of projects across priority areas, region, country, sector, and thematic areas while maintaining the optimal balance of the funds, coordinate with the user departments, sector groups and thematic groups in identifying and selecting projects with financing opportunities under the Japan Funds and advise on potential projects and TAs from the roster of submitted pipeline projects for financing.

Knowledge Product and Services and Visibility :

  • Coordinate with project teams and the Department of Communications and Knowledge Management in developing knowledge products and impact stories and facilitate their dissemination in coordination with relevant departments.
  • Provide input in knowledge events such as in concept preparation, planning, coordination, and execution to enhance the visibility of the Japan funds.

Trust Fund Administration:

  • Conduct policy/guidelines/procedures review of existing Japan funds and recommend enhancements and revisions for approval by the Government of Japan and disseminate to the user departments and program partners.
  • Provide technical support in fund-level administration including matters related to work program, consultant management, database and systems, project disbursement monitoring, financial statements, treatment of fund balances, audit exercise, and fund closure in coordination with the relevant departments within ADB, the financing and program partners; monitor the use of administrative budget of the Japan Fund for Prosperous and Resilient Asia and the Pacific, specifically the Seed Money and Administrative Budget Support at project-level.
  • Ensure that partner-specific requirements are well-documented, coordinated with CTL, Office of General Counsel, OAG, project/trust fund team and other offices, and complied with. This is important particularly on special instructions such as donor reporting, expenditure verification, management declaration, investments, eligible/ineligible expenses, procurement specification, among others. Review and validate trust fund-level reports (as per requirements stipulated in the respective trust fund framework agreements) and provide accurate data for quality assurance reviews.

Processing/Implementation :

  • Advise on the appropriate modality, structure, and features of Japan Funds during project design and participate in discussion with project teams. Provide input to project concepts and detailed proposals funding application, and support project teams in resolving issues specific to project and TA under the relevant trust funds; participate in various Missions as required.
  • Review proposals, provide input, and monitor the processing and implementation of the various funds under management at the project and program levels.
  • Participate in various CCPF/East Asia Trust Funds, CCPF, and other CCSD-wide events and activities by providing related input to Japan funds and collaborate with various ADB clients including ADBI and Resident Missions/Regional Offices to feed into the OneADB approach under the Japan funds management; review ADB corporate-level documents, as required.
  • Provide guidance and support to junior staff and consultants with emphasis on client orientation and commitment to provide service that makes others' tasks easier.

Qualifications:

You will need:

  • Bachelor's degree preferably with advanced training in business administration, economics, or related fields.
  • Minimum of 5 years of relevant experience in partnership management, project processing and administration, sector and thematic work, strategy and policy review, research and report writing, and related areas.
  • Knowledgeable in ADB's operations, including sovereign lending products and modalities, grants and technical assistance, operational procedures, policies, cofinancing products and financing partnerships facilities.
  • Advance knowledge of ADB's grant cofinance portfolio and trust funds operations.
  • Understanding of interactions between different work areas in ADB and relevant workflows and their purpose specially relating to (i) project cycle from processing to financial closure, (ii) financial management works for donors' funds at CTL, and (iii) cofinancing agreements.
  • Knowledge of policies, procedures of major donors and their agencies and the frameworks at ADB for administering received funds from Partners.
  • Experience working with Japanese bilateral donors and agencies will be an advantage.
  • Excellent analytical skills and knowledge and skills in IT applications including word processing, spreadsheets, database management and webpage updating.
  • Knowledge of ADB systems including the Consultant Management System and the Cofinancing Database.
  • Ability to research and organize important information, analyze, and communicate effectively and succinctly in writing.
  • Ability to liaise, work effectively and interact in a professional manner with staff within own work location, and with other ADB stakeholders
  • Strong coordination and administration capability and skills.
  • Ability to take initiative and set priorities for assigned tasks.
  • Ability to work collaboratively with a team and steer a group to complete specific assignments or achieve set objectives on time and in the expected quality.
  • Ability to mentor administrative staff on overall CCPF operations and have experience to engage and supervise consultants.
