Lokal Lab is a grassroots NGO that aims to support and empower the local community of Siargao through sustainable projects inspired by island cultures. We take a systemic, strategic, and collaborative approach to uplift the local community through nature-based economic development and preservation.

The Resource Manager is responsible for overseeing financial planning, budget management, and human resource policies within the organization. This role ensures the efficient allocation and utilization of funds across projects, monitors budget adherence for grants, and provides strategic financial insights. Additionally, the Resource Manager supports the development and implementation of HR policies to maintain compliance and a positive workplace environment. The role also includes managing finance, HR, and administrative associates to ensure smooth operations and overseeing the allocation of project teams or outsourced staff for grants and projects.

Finance and Budget Management:
  • Oversee and improve the organization's financial planning and budgeting process.
  • Ensure proper allocation and reallocation of funds across various projects and grants based on priorities and funding guidelines.
  • Monitor and track budget spending to ensure alignment with project and organizational goals.
  • Conduct financial analysis, including revenue vs. expense monitoring, to support strategic decision-making.
  • Provide regular financial reports to management, including variance analysis and recommendations for adjustments.
  • Ensure compliance with financial policies, donor requirements, and relevant regulations.
  • Manage and supervise finance associates to ensure accurate financial reporting and accountability.
  • Develop and implement processes for budget monitoring, ensuring transparency and efficiency.
  • Draft and update policies related to financial management and budget oversight.
Grant and Project Budget Oversight:
  • Monitor grant budgets and financial requirements to ensure compliance with donor expectations.
  • Work closely with project managers to review expenditures and maintain budgetary controls.
  • Identify opportunities for cost savings and financial efficiency within project implementation.
  • Assist in preparing financial reports and audits for grant-related activities.
  • Oversee the allocation of project teams or outsourced staff for grants and projects to ensure efficient use of resources.
Human Resource Management and Policy Development:
  • Support the development, implementation, and review of HR policies and procedures.
  • Ensure HR policies align with labor laws, organizational values, and best practices.
  • Provide guidance on employment contracts, compensation structures, and employee benefits.
  • Assist in recruitment processes, performance management, and employee relations.
  • Develop and implement training and capacity-building initiatives for staff on financial and HR policies.
  • Manage and supervise HR associates to ensure effective HR administration and policy compliance.
Strategic Planning and Organizational Development:
  • Contribute to the overall strategic planning of the organization by providing financial and HR insights.
  • Support decision-making processes by providing data-driven financial and operational recommendations.
  • Work closely with leadership to ensure resource sustainability and financial resilience.
  • Identify potential risks related to financial management and HR policies and develop mitigation strategies.
  • Supervise administrative associates to ensure smooth organizational operations.
Qualifications
  • Understanding of Community development and NGO work environment.
  • Bachelor's degree in Finance, Accounting, Business Administration, Human Resources, Engineering Management, Industrial Engineering, or a related field.
  • Minimum of 3-5 years of experience in financial management, HR policy development, or a related role.
  • Strong research, critical thinking, and systems thinking skills, with the ability to quickly understand policies and find relevant information.
  • Strong knowledge of financial planning, budget management, and grant compliance.
  • Understanding of HR policies, labor laws, and organizational development best practices.
  • Excellent analytical skills with the ability to interpret financial data for strategic decision-making.
  • Strong communication and interpersonal skills, with the ability to collaborate effectively with teams and external stakeholders.
  • High level of integrity and ability to maintain confidentiality.
  • Experience in managing and supervising finance, HR, and administrative associates.
  • Preferably has a motorbike driving license.
