Job Description Summary:

The HR Manager for Recruitment is responsible for providing professional support to the Vice President for HR and Administrative Services by overseeing the entire recruitment and selection processes. Responsible for enforcing regulations in all aspects, at all levels, as well as providing guidance on all compliance matters.

DUTIES and RESPONSIBILITIES:
  1. Manage the overall recruitment and selection process
  2. Update current and design new recruiting and onboarding procedures
  3. Review manpower requests, source, screen and endorse qualified applicants to hiring managers
  4. Keep track of recruiting metrics/KPI
  5. Implement new sourcing methods and suggest the best option for recruitment needs
  6. Help Hiring Managers with interviewing techniques and hiring decisions
  7. Process post-assessment such as preparation, approval and issuance of job offer letter and employment contract
  8. Coordinate with department managers and supervisors to forecast future hiring needs
  9. Participate in job fairs and career events and build the company's professional network through relationships with HR professionals, academe, and other sourcing partners
  10. Prepare regular manpower reports to be reported to Management Committee

  1. Strong leadership and management skills to guide and oversee the recruitment team's daily operations.
  2. Exceptional communication and interpersonal skills for interacting with candidates, hiring managers and team members.
  3. Problem-solving and decision-making skills to address recruitment challenges and make effective hiring decisions.
  4. Knowledgeable in platforms for sourcing, tracking and managing candidates.
  5. Ability to develop and implement recruitment strategies that align with the Company's overall objectives.
  6. Excellent negotiation skills to secure competitive salary packages and terms of employment.
  7. Strong organizational and multitasking skills to manage multiple job openings and recruitment processes simultaneously.
  8. Attention to detail to ensure all regulatory and company hiring procedures are followed.
  9. Knowledge of labor legislation and employment market trends to ensure the Company's recruitment practices are compliant and competitive.
QUALIFICATIONS:
  1. Proven experience as Recruitment Manager handling end-to-end recruitment process.
  2. Hands-on experience with HR databases including tracking systems.
  3. Knowledgeable of Labor Legislation.
  4. Solid experience in interviews (phone and in-person), candidate screening and evaluation.
  5. Familiarity with social media and other professional networks.
  6. Excellent verbal and written communication and team management skills.
  7. Strong decision-making skills.
  8. Bachelor of Science Degree in Psychology, Human Resources Management.
