Job Summary:

We are seeking an experienced and strategic leader to serve as the Head of IT Governance for a microfinance institution in the Philippines. This role provides executive leadership across multiple IT domains—including PMO, IT business process management, architecture, IT product management, quality management, IT financial control, change management, and service performance management. The successful candidate will ensure that IT initiatives not only align with the organization's strategic objectives and regulatory requirements but also support financial inclusion and digital transformation in the microfinance sector.

Key Responsibilities

  1. Strategic IT Governance Leadership

    • Develop and Execute IT Governance Framework: Establish a comprehensive IT governance strategy tailored to the microfinance environment, ensuring alignment with business goals, regulatory standards, and financial inclusion initiatives.

    • Policy & Standards Development: Formulate and enforce IT policies, procedures, and standards based on best practices (e.g., COBIT, ITIL, ISO 27001) while considering the unique operational challenges of microfinance.
  2. Project Management Office (PMO) Oversight

    • PMO Leadership: Establish and lead the PMO to oversee the planning, execution, and control of IT projects, ensuring they are delivered on time, within budget, and meet quality standards.

    • Portfolio Management: Monitor and manage the IT project portfolio, prioritizing projects that enhance digital banking, core banking systems, and other microfinance specific services.

    • Methodology & Process Improvement: Implement standardized project management methodologies (e.g., PMBOK, Agile) and drive continuous process enhancements.
  3. IT Business Process Management

    • Process Analysis and Optimization: Evaluate existing IT business processes, identify inefficiencies, and implement improvements that boost operational efficiency and service quality in a microfinance context.

    • KPI Development: Develop key performance indicators (KPIs) tailored to microfinance operations to monitor process performance and inform data-driven decision making.
  4. IT Architecture & Product Management

    • Architecture Oversight: Design and maintain a scalable, secure, and resilient IT architecture that supports core banking systems, digital financial services, and emerging microfinance technologies.

    • Product Management Collaboration: Partner with IT product management teams to ensure that new and existing products meet the evolving needs of underserved communities and drive business value.
  5. Quality Management

    • Quality Assurance Programs: Develop and implement quality management frameworks to ensure IT services and products adhere to internal and external quality standards.

    • Continuous Improvement: Lead initiatives to enhance service quality, efficiency, and customer satisfaction, emphasizing reliability and accessibility of financial services.
  6. IT Financial Control

    • Budgeting & Financial Planning: Oversee IT budgeting and forecasting, ensuring that expenditures are aligned with strategic priorities and deliver high ROI.

    • Cost Management: Monitor financial performance, manage vendor contracts, and optimize costs without compromising service quality or compliance.
  7. Change Management

    • Change Initiatives: Develop and implement robust change management processes to support smooth transitions during IT projects and operational shifts.

    • Risk Mitigation: Identify and manage risks associated with IT changes to ensure minimal disruption to business operations.

    • Stakeholder Communication: Lead communication and training initiatives to prepare stakeholders for change and drive organizational adoption.
  8. Service Performance Management

    • SLA Oversight: Establish, monitor, and manage service level agreements (SLAs) to ensure optimal IT service delivery and customer satisfaction.

    • Performance Optimization: Use performance metrics to evaluate IT service delivery and implement strategies for continuous operational improvement.

Key Qualifications & Skills

  1. Bachelor's or Master's degree in Information Technology, Computer Science, Business Administration, or a related field.
  2. 12+ years in IT governance, project management, or IT leadership roles.
  3. Proven track record managing complex IT operations and leading cross-functional teams in a financial services or microfinance environment.
  4. Deep understanding of IT governance frameworks (COBIT, CMMI, SOC1, ITIL, ISO 27001 & 9001) and project management methodologies (PMBOK, Agile).
  5. Experience in IT business process optimization, enterprise architecture design, product management, quality assurance, financial control, change management, and service performance monitoring.
  6. Strong leadership, strategic thinking, and organized thought process.
  7. Excellent communication, stakeholder management, and analytical skills.
  8. Proven ability to drive continuous improvement in a dynamic environment.
  9. Hands-On Experience or Certifications in the following:

    • PMP (Project Management Professional), PRINCE2 or equivalent.

    • ITIL Expert

    • COBIT or equivalent

    • TOGAF (The Open Group Architecture Framework).

    • Lean Six Sigma (for process improvement).
