OF INCUMBENTS 1 LOCATION National Office: EDD MAIN PURPOSE OF THE JOB To conceptualise, formulate and implement Seda Programme Analysis, Design and Learning Business Unit strategy and operational plan aimed at researching, developing, piloting existing and newly developed programmes; capacity building and skills development of Seda practitioners and small enterprises as well as coordinating support programmes for the development of small enterprises in South Africa with a special focus on the “upper end” of the sector in line with Seda strategic areas KEY PERFORMANCE AREAS ❖ Formulate and manage the implementation of EDD Programme Analysis, Design and Learning strategy and operational plan in line with strategy and business plan of the organisation ❖ Direct and guide the Research and Development Unit operations ❖ Direct and guide the EDD Programme Management Unit operations ❖ Direct and guide the operations ❖ Direct and guide Training and Capacity Building operations including Material Development and Training Coordination ❖ Develop and manage relationships with external stakeholders for Seda to partner with on identified programs to contribute to the organizational strategy ❖ Manage Business Unit resources (finance, human resources and risk management and compliance etc.) REQUIRED MINIMUM QUALIFICATION ❖ Matric (NQF Level 4) and Bachelors' degree, Honours Degree (NQF Level 8) or post graduate Diploma (NQF 8) in Business Management/Industrial Engineering/Operations Management ❖ Masters Degree (NQF Level 9) as added advantage REQUIRED MINIMUM WORK EXPERIENCE ❖ 8 – 10 years’ experience in the development of small enterprise support programmes, capacity building, management and implementation of socio-economic development intervention programmes of which 5 years should have been at a Management Level Ability to demonstrate: ❖ Knowledge and experience in the development and implementation of learning interventions for socio-economic development ❖ Knowledge and experience of small enterprise development sector ❖ Knowledge of Public Financial Management Act (PFMA) CRITICAL COMPETENCIES ❖ Strategic Capability ❖ Stakeholder Engagement ❖ Analytical ❖ Business Acumen ❖ Problem-Solving & Decision-Making ❖ Performance Driven ❖ Adaptability & Flexibility NB: It is the organization’s intention to promote equity and representivity in terms of race, gender and people living with disability as per the set numerical targets contained in the organizational Employment Equity Plan (EE Plan).
