About the role Our client is a multinational with a 24/7 operations center supporting emergency response across the country. They are hiring a CIO/CTO to own technology strategy and day-to-day mission-critical operations keeping field teams connected, data flowing, and services resilient during routine operations and large-scale incidents. What you'll do Operations center leadership: Run a national tech nerve center (monitoring, dashboards, wall displays), ensuring continuous situational awareness and rapid decision support. Continuity of communications: Design and maintain resilient multi-channel comms for staff and volunteers (cell/SMS, OTT, social, radio, satellite/mesh and other off-grid options). Live video & sensors: Enable low-latency ingest, routing and storage of live feeds from drones, body/helmet cameras and fixed devices into command workflows. Resilient IT & infrastructure: Harden networks, servers, cloud and endpoints to operate during blackouts and connectivity disruptions; lead DR/BCP and regular failover drills. Logistics & ERP platforms: Oversee systems that track assets, vehicles and medical supplies end-to-end; ensure accurate stock visibility and field usability (online/offline). Data & analytics: Establish real-time metrics, mapping and reporting for incident response and resource allocation. People, vendors & budget: Build and mentor multidisciplinary teams; govern suppliers and SLAs; own capex/opex planning and program delivery. Security & compliance: Embed practical cybersecurity, access controls and audit readiness across the stack. What you'll bring Senior leadership experience as a CIO/CTO or equivalent over complex, always-on technology environments. Track record building/operating NOC/EOC-style capabilities or other 24/7 critical operations. Deep knowledge of communications architecture (radio/off-grid/mesh/satellite alongside traditional networks). Exposure to live video streaming pipelines and device fleets (e.g., UAVs, body-worn cams) is a strong plus. Familiarity with ERP/logistics platforms and GIS/mapping tools for field operations.
