Specifically, FAO Country Offices (i) advocate, inform and support policies and investments in FAO’s mandate; (ii) provide technical assistance and core services; (iii) assist and catalyse partnership and resource mobilization; (iv) position FAO as the technical agency in food and agriculture; and (v) ensure risk-smart and accountable operations. The position is located in the Philippines. Reporting Lines The Animal Health Workforce Development Specialist is under the supervision of the FAO Representative in the Philippines, with direct supervision of the National Program Coordinator of the Emergency Center for Transboundary Animal Diseases (ECTAD) in the Philippines, in collaboration with the ECTAD Regional Manager (RAP ECTAD), HQ and RAP Pandemic Fund Coordinators, and the DTRA Regional Project Coordinator. Technical Focus Support the implementation of the Resilient Philippines Project (Pandemic Fund) GCP/GLO/082/PAF and other related FAO ECTAD projects in the Philippines. Tasks And Responsibilities Lead coordination and implementation of epidemiology and workforce development activities under the Pandemic Fund Project and DTRA project, in coordination with HQ and RAP experts and networks. Coordinate with RAP and Bureau of Animal Industry (BAI) to craft the Workforce Development Plan for the Animal Health Sector. Liaise with government partners to support plan development, focusing on epidemiology capacity and workforce gaps. Assist the BAI and other agencies in strengthening epidemiology and workforce capacity following IHR-JEE, SPAR, PVS, and EMT recommendations. Advocate at national and subnational levels for epidemiology and workforce capacity building to support policy development and resource allocation. Lead programs to strengthen and sustain epidemiology and workforce capacity in the One Health context. Coordinate with ECTAD RAP/PH and BAI to develop national epidemiology capacity-building programmes with active participation of national veterinary epidemiology units. Review and update the Applied Veterinary Epidemiology Training (AVET) Curriculum and related training programs in coordination with BAI and PCVE. Organize meetings and workshops to strengthen capacities and networks at all levels; promote FAO VLC as a platform for capacity building. Develop concept notes and activity reports; serve as a resource person in trainings and workshops. Establish a database for animal health workers and coordinate multisectoral consultations with BAI and PCVE. Maintain linkages with WOAH/FAO Reference/Collaborating Centers to provide knowledge and support to member countries. Coordinate linkages between field epidemiologists, animal health workers, veterinarians and laboratories under One Health. Draft communications materials related to surveillance of emerging infectious diseases and other topics as requested. Perform other related duties as assigned. FAO Standards And Guidelines Liaise with OCC to ensure compliance with standards and clearance processes; all communications follow FAO processes and standards. FAO Strategic Framework and FAO policies and guidelines relevant to communications and branding are available on FAO’s intranet and public sites. Candidates Will Be Assessed Against The Following Minimum Requirements Advanced University degree in Veterinary Epidemiology, animal health, public health or a related field. Minimum 5 years of relevant experience in animal health surveillance and One Health approaches in disease informatics. Working knowledge of English (C) is required. National of the Philippines. Professional experience in veterinary epidemiology and AH disease surveillance. Experience with One Health initiatives and data analysis on online platforms.
