Responsibilities Lead formulation and articulation of public sector policy and strategies; engage DMC governments in policy dialogue; support sector policy and reforms and the processing and administration of loans, grants, and technical assistance (TA) projects. Provide oversight and guidance to project teams; participate in country partnerships and sector work; coordinate with other sectors for OneADB collaboration; monitor portfolio performance and drive project quality improvements. Lead dialogue with government officials and stakeholders; supervise mission members and project teams; contribute to advocacy, training, dissemination, and knowledge building on public sector management. Mentor staff and ensure ongoing learning and development; manage performance of reporting staff and consultants. Coordinate with development partners and internal units to identify funding and investment opportunities; develop and implement donor engagement or financing strategies as applicable to the role (varies by position). Qualifications Master's degree or equivalent in Economics, Finance, Public Policy, Business Administration, or related fields; or a University degree with at least 5 years of relevant experience. At least 10 years of relevant professional experience in public management, governance, or related areas; international experience in several countries. Experience with project preparation, policy analysis, procurement, and consultant recruitment where applicable. Demonstrated team leadership or managerial experience; ability to lead cross-functional teams and missions for technical matters and project processing/implementation. Excellent written and verbal communication skills in English. Reference to ADB Competency Framework as appropriate for the position level (TI2/TI1 as applicable).
