JOB DESCRIPTION The Position: The National Programme Officer – Gender/GBV Coordination analyzes and assesses relevant political, social, and economic trends, guiding and facilitating the delivery of UNFPA’s programmes/projects related to gender equality and women’s empowerment in the Philippines, especially in the prevention of and response to gender-based violence. You will collaborate closely with other units of the UNFPA Country Office (CO), including the sub-office in Cotabato. You will report to the Assistant Representative, under the overall supervision of the UNFPA Country Representative. Job Purpose: Within a complex development context, you will support UNFPA activities to promote gender equality and eradicate GBV, mainstreaming gender in areas like population and development, sexual and reproductive health and rights, youth empowerment, and humanitarian action. Your role involves analysis, project formulation, implementation, monitoring, policy advocacy, and alliance building, ensuring results are achieved and systems are improved as needed. Main Tasks and Responsibilities: You will be responsible for: Technical Support and Programming Analyze political, social, and economic environments relevant to population, reproductive health, FGM, HP, GBV, and gender; identify opportunities for UNFPA interventions. Stay updated on policy developments, analyze policy documents, and prepare briefs for policy dialogue and technical assistance. Contribute to the development and strengthening of interventions in development coordination mechanisms, ensuring compliance with standards. Collaborate with government, NGOs, and partners to design and implement programmes aligned with national priorities and UNFPA policies. Disseminate and apply guidelines and protocols during assessment, planning, and programming. Develop/update action plans and bring innovations to programming in collaboration with sectors and partners. Support proposal development and resource mobilization efforts. Provide technical support for advocacy and policy documents addressing gender issues. Develop results-based work plans and budgets. Prepare progress and annual reports, including financial reports. Support partners in multi-sector interventions and strengthen local capacities. Mobilize stakeholders around GBV transformative results and ensure coordination mechanisms are effective. Mainstream gender, GBV, and harmful practices in humanitarian programming. Design initiatives to prioritize gender and GBV in the UN Country Team’s agenda. Perform other duties as assigned by the UNFPA Representative. Qualifications and Experience: Education: Advanced degree in gender studies, law, humanitarian law, anthropology, sociology, social sciences, political science, development studies, or related fields. Knowledge and Experience: At least 2 years of professional experience in development assistance, focusing on gender/GBV programming. Experience in project design, monitoring, evaluation, and policy advocacy. Field/community experience is an asset. Strong commitment to UNFPA’s mission and values. Knowledge of SRH, gender equality, youth empowerment, and population development issues. Research, analytical, and synthesis skills. Excellent written and oral communication skills. Interpersonal, networking, and influencing skills. Ability to represent UNFPA externally. Willingness to travel. Proficiency in office software and web-based systems. Languages: Fluent in English and Filipino, both spoken and written. Required Competencies: Values: Integrity, commitment to UNFPA and the UN system, cultural sensitivity, adaptability.
