Job Description Manage resources to meet objectives and targets according to approved KPIs, ensuring client satisfaction. Assist in strategic planning and implementation in alignment with Operations Department Annual Objectives. Supervise the team in facilitation of trade through timely issuance of reports with consistent certification decisions based on contractual requirements and SGS Trade Facilitation Services (SGS‑TFS) Business Rules. Ensure the team satisfactorily complies with Company performance standards and quality assurance procedures. Provide effective and efficient operational support as required by management. Ensure compliance with Company Policies, Rules and Regulations. Participate in meetings chaired by TFS Manager, Production Operations Manager, and Quality Operations Manager, reporting on production and quality goal status and clarifying procedures. Keep updated on operations procedures and policy matters. Assign roles and responsibilities to each member of the team on duty. Ensure efficient use of resources to meet performance indicators under Technical Competence Team responsibilities. Plan and monitor team manpower. Manage task distribution to ensure quality and timely delivery of services per operational and contractual requirements. Identify the need for overtime work. Review and adjust work processes or outputs of team members as needed. Approve or disapprove leave applications. Recommend resource requirements to operations management and participate in selection processes when necessary. Ensure team members comply with quality assurance procedures and set performance standards in processing certificates. Provide technical opinions and lead resolution of technical cases and high‑risk disputes. Review PCA Position Papers in area of responsibility. Facilitate and record team meetings with agendas on operations, user application systems, client contract requirements, and refresher training sessions. Identify training needs among staff, ensuring Conformance Analysts (CAs) and Data Processing Officers (DPOs) perform as expected. Monitor team’s quality and timely execution of technical CC activities such as core PCA tasks, handling queries from the TFS network, and preparing PCA position papers. Evaluate and record performance appraisals of each team member on schedule. Identify specific areas of concern requiring policy direction from management, ensuring proper communication channels. Maintain good working relationships with Contract Management Offices (CMO), affiliates, and export trade. Submit reports (daily, weekly, monthly) covering team performance against production and quality goals. Report to management any breach of integrity, solicitation or offer of improper payment or advantage. Perform other tasks to achieve operational efficiency as required by management, such as staff training seminars, leading or participating in special projects or task forces. Assist in maintaining the Company Quality Management System and Certification Center’s compliance with TIC‑CBCA Code of Practice and relevant standards (e.g., ISO 17020, ISO 17065). Qualifications University degree. Preferably experience supervising people. Competent knowledge in trade, export/import procedures and technical regulations. Complete understanding and expertise in product certification or conformity assessment process, essential product specifications, and applicable standards. Minimum 3 years of experience in the industry or related fields such as Technical regulations (WTO‑TBT rules), Standardization, Quality Assurance, Laboratory Testing, Inspection, Conformity Assessment, or Management System Auditing (QMS, EMS, etc.). Additional Information Decisive, passionate and results‑oriented. Familiar with management statistical evaluation. Good communication and project management skills. Training and coaching skills.
