JOB OVERVIEW: The Compliance Manager – Government Projects & Biddings is responsible for overseeing all compliance, documentation, and regulatory requirements related to government tenders, contracts, and public sector engagements. This role ensures that all bids, proposals, and projects with government agencies meet legal, procurement, and ethical standards while driving operational alignment between the Sales, Legal, Finance, and Technical teams. The position requires deep familiarity with PhilGEPS bidding , RA 9184 (Government Procurement Reform Act) , and post-award compliance requirements , ensuring Data Lake’s adherence to government protocols and successful participation in large-scale public projects. JOB RESPONSIBILITIES: Compliance Oversight Ensure full compliance with government bidding laws, procurement regulations, and internal company policies. Review and validate all documentary requirements for government submissions (eligibility documents, financial statements, licenses, tax clearances, etc.). Oversee accreditation and renewal requirements with government entities and partner agencies. Bid Management Lead and manage the end-to-end government bid process, from opportunity identification to bid submission and post‑award monitoring. Coordinate with internal stakeholders (Sales, Legal, Finance, and Technical) to gather and review bid documentation. Conduct bid/no‑bid assessments and ensure strategic alignment with company goals. Regulatory & Risk Management Identify compliance risks and develop mitigation strategies. Liaise with legal counsel for contract vetting, MOUs, and project agreements. Maintain up‑to‑date records of regulatory changes and government circulars relevant to telecommunications and ICT projects. Stakeholder Coordination Act as the primary compliance liaison with government agencies such as DICT, DepEd, LGUs, and partner organizations. Facilitate communication between project teams and government offices to ensure smooth project implementation. Participate in pre‑bid conferences, clarificatory meetings, and bid openings as company representative. Documentation & Reporting Maintain organized and audit‑ready records of all government bids, submissions, and contracts. Prepare compliance and performance reports for management and BOD review. Conduct post‑bid evaluations to assess success factors and lessons learned. JOB QUALIFICATIONS: Bachelor’s degree in Business Administration, Public Administration, Law, Accounting, or related field . At least 5 years of experience in government bidding, contracts management, or compliance (preferably in telecom, ICT, or infrastructure sectors). In-depth understanding of RA 9184 , PhilGEPS procedures , and government procurement cycles . Strong knowledge of contract review , documentation standards , and bid evaluation procedures . Proven track record in winning or managing government bids . Excellent analytical, communication, and negotiation skills. Proficiency in MS Office, PhilGEPS portal, and bid documentation tools. (Preferred) Certification or training in Government Procurement or Compliance Management . PERSONAL ATTRIBUTES: Highly organized, meticulous, and deadline‑oriented.
