Responsibilities

1. Responsible for the management of the operational logistics activities in the base and the implementation of the procedures and policies according to the five mandates of logistics department defined in Kit Log: supply chain, transportation & vehicles, communication and IT, security and risk management, and equipment resource management.
2. Objective 1: Supply Chain Management
3. Collect the orders and update the procurement follow-up.
4. Elaborate a monthly purchase forecast (supply, work, service).
5. Supervise the procurements quality/price/procedures.
6. Make quotations according to purchase procedure.
7. Obtain necessary validation according to signature authorization form before purchase occurs.
8. Inform related department about the process of their orders.
9. Monitor the deliveries to the partners/programmes.
10. Ensure updating of the catalogue (price list) monthly.
11. Follow up the stock management procedure (storage conditions, stock reports, expiry dates…) according to Kitlog.
12. Follow up the clearance process for items arriving by national and international freight.
13. Cancel advances for purchase with administration according to defined calendar.

Qualifications

• Bachelor’s degree in Logistics, Supply Chain Management, or related field.
• Knowledge of procedures on procurement, warehousing, supply chain. At least 2 years professional experience in similar roles with middle management responsibilities; preferably with an international NGO.
• Experience in emergency response (conflict setting desirable).
• English and Filipino required. Knowledge of Bisaya and Maranao is an advantage.
• IT systems: MS Office strong command; intermediate level computer skills (Windows, Office).
• Advanced Excel; mobility and readiness to move to the field urgently; physical and psychological stamina.
• Valuable experience in gender equality issues or personal commitment to gender equality.

Equipment, Fleet, and Reporting

1. Objective 2: Equipment Management — ensure premises facilities, fixtures, assets and equipment are in good running condition; supervise allocation and use; ensure installation, maintenance and repair; update equipment and inventory lists; implement standard Action Against Hunger ICT kit for office technology and monitor procedures; perform quarterly inventory checks; report losses or damages immediately.
2. Objective 3: Fleet Management — collect weekly movement information, plan and update transportation needs; report shortages of vehicles; prepare weekly movement plans; ensure safe loading/unloading; assist in cargo dispatch.
3. Objective 4: Reporting and Security — elaborate and transmit the Monthly Logistics Report (MLR) to the Head of Base and Emergency Flying Logistics Manager, including narrative, supply chain, storage, fleet, equipment, HR trainings, donor reports, IT, security incidents; ensure timely donor reporting; report incidents immediately; adhere to the Mission Reporting system and security rules; coordinate security issues with the Head of Base.
4. Objective 5: Archiving — follow Kitlog archiving procedures for three logistics mandates; ensure accuracy and completeness of supporting documents; promote transparency and participate in audits; organize a transparent electronic filing system with regular backups.
