The Cost Control Head is responsible for establishing, managing, and overseeing all cost control processes across projects to ensure accurate budget management, cost forecasting, and financial reporting. This role provides strategic direction on cost planning, monitors expenditures, and ensures alignment between project performance and financial objectives. Key Responsibilities 1. Cost Planning & Budgeting Develop, review, and approve project budgets, cost baselines, and cash flow projections. Coordinate with project managers, procurement, and finance teams to establish cost breakdown structures (CBS). Ensure all budget elements are aligned with project scope, contract terms, and schedule. Monitor budget revisions and provide recommendations for cost optimization. 2. Cost Monitoring & Control Track and analyze project costs against approved budgets and forecasts. Monitor commitments, expenditures, and variances to identify cost overruns or savings. Implement and maintain cost control systems and reporting tools. Ensure timely recording and validation of cost data (labor, materials, equipment, and subcontractor expenses). Review and approve cost-related change orders and variations. 3. Reporting & Forecasting Prepare periodic cost reports, variance analyses, and financial dashboards for management. Forecast final project costs (Estimate at Completion – EAC) and identify cost risks. Support management in decision-making by providing cost performance indicators (CPI, SPI, etc.). Provide input for monthly project review meetings and executive presentations. 4. Coordination & Communication Collaborate with planning, procurement, contracts, and finance departments to ensure cost integrity and transparency. Support contract management teams in assessing claims, variations, and scope changes. Communicate cost impacts of design or schedule changes to management and stakeholders. 5. Leadership & Process Management Lead and mentor the cost control team, ensuring accuracy and consistency across all projects. Develop and implement cost control procedures, policies, and best practices. Ensure compliance with company financial standards and audit requirements. Participate in the evaluation of project performance and post-project cost analysis. Qualifications Bachelor’s degree in Civil Engineering, Quantity Surveying, Accounting, or related field. Professional certification (e.g., CCP – Certified Cost Professional, PMP, RICS, or equivalent) preferred. Minimum 8–12 years of relevant experience, with at least 3–5 years in a senior or lead cost control position. Proven experience in large-scale construction, oil & gas, or infrastructure projects. Skills & Competencies Strong knowledge of cost control principles, budgeting, and financial analysis. Proficiency in cost management software (e.g., Primavera Cost Control, SAP, Excel, or ERP systems). Excellent analytical, reporting, and problem-solving skills. Strong leadership and team management abilities. Good communication and coordination skills across multidisciplinary teams. High attention to detail and organizational skills.
