We are looking for an experienced QS Manager to oversee the contractual and financial management of our construction projects. This is a full-time on-site role based in Mexico, Pampanga. The QS Manager will be responsible for managing all aspects of the commercial side of construction projects , including cost estimating, billing, inspections, awarding, and variation orders (additive/deductive). The role also involves reporting to top management with strategic insights on project financials and risks.

Key Responsibilities
  • Prepare accurate cost estimates, BOQs, and feasibility studies .
  • Monitor and manage project budgets, cash flows, and cost-to-complete analysis .
  • Conduct site visits to validate progress and ensure billing accuracy.
  • Ensure compliance with contract conditions, legal, and safety standards .
Billing & Variation Orders
  • Prepare and validate progress billings, interim valuations, and final accounts .
  • Manage variation orders (additive/deductive) , including evaluation and negotiation.
  • Maintain records of scope adjustments and ensure proper approvals.
Tendering & Awarding
  • Lead tender processes , prepare bid documents, and manage procurement.
  • Evaluate contractor and subcontractor bids with detailed cost comparisons.
  • Recommend awards and draft contract documentation.
Reporting to Top Management
  • Prepare executive-level reports, financial dashboards, and risk analyses .
  • Present project financials and contractual risks to senior management.
  • Provide strategic recommendations on cost optimization and dispute resolution .
Collaboration & Leadership
  • Work closely with project managers, engineers, and stakeholders.
  • Supervise QS staff, ensuring alignment with best practices and company standards.
Qualifications
  • Strong financial management, cost control, and budgeting expertise.
  • Proven experience in cost estimating, cost control, billing, variation orders, and contract administration .
  • Ability to read and interpret construction drawings and specifications .
  • Excellent negotiation, communication, documentation, and executive reporting skills .
  • Strong organizational and time-management skills
  • Proficiency in QS software, AutoCAD, and MS Office Suite .
  • Bachelor’s degree in Civil Engineering, Quantity Surveying, or Construction Management .
