Overview

Vulnerability Analysis & Mapping Officer (Head of Research Assessment and Monitoring) – Manila, Philippines. Type: Fixed-term Appointment. Duration: 12 months with possible extension. This position is open to Filipino nationals only.

Department: Research Assessment and Monitoring. Reports to: Deputy Country Director. The VAM Officer will oversee the Research, Assessment & Monitoring (RAM) team, including VAM, Monitoring & Evaluation (M&E), Community Feedback Mechanism (CFM), and corporate reporting systems (COMET, SCOPE). The role requires strong technical expertise in food security, nutrition, resilience, climate change, and emergency response, using both traditional and innovative approaches. It supports evidence-based programming under the Country Strategic Plan (CSP 2024–2028) and contributes to national and global SDG targets.

Key responsibilities

• Provide economic intelligence to management and various programmes/projects.
• Lead WFP’s research, assessment & monitoring direction in the region, including development of a food security monitoring system to support data-driven decision-making and capacity strengthening.
• Supervise a national-staff team to develop and oversee analyses and operational plans ensuring knowledge products meet requirements and that technical capacities are localized.
• Collaborate with regional/global partners to integrate hazard/climate analysis into vulnerability analysis and mapping; promote risk-informed planning for government decision-making and WFP advocacy.
• Offer technical advice on food security and nutrition strategies, ensuring outputs comply with WFP standards and promote gender and inclusion.
• Lead the development of a research agenda for the Country Office in collaboration with programme units.
• Contribute to systems and tools for monitoring and assessing food assistance needs using innovative methodologies.
• Manage and/or conduct food security, nutrition, markets and resilience analyses; prepare timely reports to inform country strategy, policies and programmes.
• Stay up to date with food assistance developments and advise on programme evolution and interventions.
• Support capacity strengthening of national governments, systems and institutions to meet food security needs in an inclusive, gender-responsive manner.
• Provide support to partners focusing on food security and nutrition to share lessons learned and best practices.
• Act in assigned emergency response capacity as required.

Monitoring & evaluation and related duties

• Lead the development and implementation of M&E and Community Feedback Mechanism strategies aligned with corporate requirements.
• Ensure updated M&E documents (logframes, budgets, SOPs, plan matrices, reporting charts) reflect programme needs.
• Advise on evidence-based decision-making for programme design and implementation, linking findings to the Theory of Change and ensuring accessible, user-friendly outputs.
• Oversee data collection arrangements, including field resources and third-party monitoring partners where applicable.
• Ensure process and post-distribution monitoring reports for responses (e.g., Typhoon Odette) are regularly shared with management.
• Support M&E processes to measure capacity strengthening of government in areas such as social protection, climate change, emergency preparedness and resilience; establish a tracking system for progress and document capacity-building efforts.
• Support staff in integrating gender and protection indicators into M&E frameworks and tools.
• Assist supply chain and programme teams during emergency planning and needs assessments.

Reviews, evaluations and planning

• Manage CO’s evaluation portfolio with high professional standards; align with WFP Evaluation Policy and DEQAS.
• Support management in addressing monitoring, review and evaluation recommendations; follow-up actions as required.
• Contribute to centralized evaluations, UNDSCF evaluations and donor-led evaluations; coordinate external/internal evaluations from inception to dissemination.
• Contribute to preparation of Annual Country Reports and donor/ad-hoc reporting through data analysis and visualization.
• Lead the technical process for designing the new CSP in coordination with senior leadership.

External cooperation and coordination

• Represent WFP in UNSDCF processes and national/inter-agency meetings; contribute to technical discussions and strengthen national M&E capacity through partnerships.

Capacity building

• Assess internal and government partner VAM & M&E capacities and design client-oriented training programs; build capacity to conduct analysis on food security, nutrition, markets, resilience, gender, etc.

Team management

• Provide strategic leadership, supervision, coaching and guidance to VAM & M&E focal points and staff; develop annual workplans and budgets.
• Oversee recruitment and supervision of external evaluation consultants; manage performance via the organization’s performance management process.

Qualifications and experience

• Education: Advanced university degree in Economics, Statistics, International Affairs, Sociology, Development Studies or related field.
• Experience: Minimum 3 years with a Master’s degree, or 5 years with a Bachelor’s degree in international development or humanitarian work; demonstrated experience in leading M&E activities and familiarity with IT/digital tools for data collection, analysis and reporting.
• Knowledge and skills: Evaluation management; knowledge of evidence value chain; experience in designing and analyzing surveys; experience managing remote surveys and third-party monitoring; knowledge of GIS/remote sensing is preferred; strong data analysis and visualization skills; facilitation and capacity development skills.
• Language: Excellent English; fluency in local language of the region preferred.
