Job Title: Commissioning Manager (Metro Rail Projects)

The position will focus on managing a team of commissioning engineers and agencies and ensuring commissioning activities are implemented in accordance with contract specifications, quality standards and safety requirements. Formulate plans, allocate resources, oversee development and implementation of processes to ensure compliance with contractual and financial targets.

What will you do?

1. Technical contribution
   • Defines operating guidelines for teams and ensures implementation.
   • Develops procedures and method statements for Testing & Commissioning.
   • Prepares commissioning plan with the Project Manager.
   • Oversees progress, provides technical guidance and resolves technical issues within area of responsibility.
   • Drives team performance to deliver on time, safety and quality as set in the contract.
   • Takes lead in failure analysis and troubleshooting.
2. Customer and sales
   • Ensures delivery of technical solutions according to customer requirements. Negotiates with customers to define Plant Acceptance Criteria and ensures commissioning teams obtain final acceptance certification.
   • Represents commissioning function in project review meetings.
3. Contract management
   • Oversees contractual work within area of responsibility, conducts regular progress reviews, identifies and manages contract risks.
4. Planning and control
   • Ensures the commissioning team is adequately resourced, developed and equipped to meet business needs.
   • Assigns tasks within the commissioning team and defines relevant performance metrics. Creates work plans and cost estimates for commissioning work.
5. Risk and opportunity management
   • Ensures completion of risk assessments and opportunity assessments (e.g. variation orders and claims) and implements resulting actions across projects.
6. Supply chain management
   • Collaborates with the Supply Chain function to ensure correct suppliers, services and equipment are available to support commissioning execution.
7. Technical leadership and development
   • Facilitates best practice sharing within the commissioning team.
8. Processes and tools
   • Develops and drives continuous improvement activities to improve processes, policies, procedures and effectiveness within area of responsibility.
9. People leadership and development
   • Ensures (with HR support) that the area is properly organized, staffed, skilled and directed.
   • Guides, motivates, coaches and develops direct and indirect subordinates within HR policies.
10. Finance and budget
    • Participates in defining the annual budget for the area and is accountable for managing performance against agreed financial targets and constraints.

• Bachelor’s degree with 15 years of experience.
• At least 5 years of experience in leading a team of commissioning engineers.
• Significant experience in commissioning of AC and DC Metro Rail Projects, including commissioning procedures for traction equipment and hands-on commissioning of AC and DC equipment of Metro Rail Systems.
• Experience in testing and commissioning of 750/1500V DC Switchgears, stray current management, rectifier testing, auxiliary and rectifier transformers & GIS and AIS MV switchgears.
• Domestic and international experience for Metro Rail Projects (750/1500 DC Metro, 25 kV OHE AC Traction & AIS and GIS substations).
• Extensive hands-on experience in commissioning AIS & GIS substations.
• Knowledge of latest control & protection, automation systems for substations. SCADA knowledge and interface with power system equipment of AC and DC Metro Systems.
• Knowledge of test protocols, method statements, and testing kits for AIS & GIS equipment and for AC/DC equipment of Metro Rail Projects.
• Knowledge of troubleshooting and failure analysis. Sound knowledge of IEC standards related to the area.

Candidates with experience commissioning 1500 V DC OHE Metro Rail Projects will be preferred. Must have strong knowledge of handling AC & DC traction equipment at site, be proficient in managing commissioning procedures, coordinating with customer ITC group and energization of traction, receiving substations, passenger/auxiliary substations, stinger systems, and other commissioning requirements of metro rail projects.
