ADB seeks a Treasury Specialist to strengthen liquidity management and investment activities as part of the Investments Division (TDID) within the Treasury Department. This position is based at ADB Headquarters in Manila, Philippines, and reports to the Assistant Treasurer, TDID, with responsibility for overseeing junior team members.

As a Treasury Specialist, you will manage investment portfolios to support the division’s liquidity management goals and uphold ADB’s financial strength. You will contribute to formulating and applying investment strategies, policies, and guidelines and work within a framework of broad policies and goals, engaging directly with clients and management on critical tasks.

• Portfolio Management
• Help achieve projected income targets from liquidity investment operations within the parameters set forth by the investment authority and guidelines.
• Develop portfolio strategies focused on short‑term liquidity to ensure funds are invested and excess liquidity is minimized.
• Administer tasks related to short‑term cash and products; integrate activities related to ECP issuance, repo collateral management, secured financing, and cash management.
• Manage liquidity pool activities, daily cash positioning, short‑term funding, and reconciliation across portfolios.
• Maintain relationships with partners to optimize transaction execution.
• Monitor portfolios and report on risk, strategy execution, performance, and market developments.
• Create portfolio reports to illustrate compliance with strategies, risk guidelines, and back‑office requirements.
• Assist in administering other assets under management and identify new investment opportunities.
• Participate in interdepartmental committees related to funding, ALM and risk management issues.
• Manage cash flows to optimize use of funds for investments, disbursements, and other requirements.
• Perform other tasks as assigned by the supervisor.

• A university degree in Finance, Economics, Accounting, or related fields; postgraduate level or equivalent preferred.
• At least 6 years of relevant professional experience; familiarity with portfolio management theory and practice.
• Familiarity with evolving regulatory environments and their impact on external counterpart operations.
• Experience in liquidity management using products such as fixed income, short‑term money market, FX forwards, swaps, and repo.
• Professional experience in collateral management across multiple asset classes.
• Familiarity with MDB investment guidelines, strategies, and reporting requirements.
• Written and verbal proficiency in English; international experience in several countries.

This appointment is open to internal and external applicants. It is a fixed‑term appointment for an initial period of 3 years, with possible extension up to 2 years, conversion to a regular appointment, or termination at expiration, based on organizational needs and performance.
