Background

In many countries, schools have failed to ensure effective integration of key precursors to learning – namely, children's safety, social-emotional learning (SEL) and psycho-social well-being.

Data collected by ChildFund in 2019 on child well-being from almost 18,000 children across 17 countries showed that 67% of students witnessed or experienced violence in school over a three-month period. Further, ChildFund's community-based child protection mechanism strengthening work, which conducted mapping of risks to children in over 360 local communities in 19 countries, confirmed that violence is a significant issue affecting children at school and home. The National Baseline Study on Violence against Children (NB-VAC): Philippines, conducted in 2017 by the Child Welfare Council in partnership with UNICEF, has confirmed a high overall prevalence of violence against Filipino children taking multiple forms experienced by children and youth at home, at school, and in the community. Besides ChildFund's Philippines Fieldwork Report on Safe Learning Environment conducted in 2017 has shown a clear link between VAC, school safety and school performance. In response to these findings, ChildFund developed the Education for Protection and Well-being Program (EPW) Model drawing from prior research, evaluation results from the USAID-funded PUENTES Project2 and other ChildFund programs, and literature review findings of extant conceptual and empirical studies of school-based violence prevention and social-emotional learning (SEL) interventions. The EPW model was developed using a participatory approach with Child Fund staff from 15 countries in Asia, Africa, and the Americas.

ChildFund's EPW Model targets children ages 6-12, their teachers and their caregivers, over a two-year period in schools. The EPW model places a strong emphasis on improving relationships within and between levels of the ecological model among children, caregivers, and teachers. Four components, targeting children, caregivers, teachers, and the school/family work in partnership to build social cohesion, enhance teaching practices, positive parenting, and parental engagement in education, break the continuum of violence, and improve educational outcomes for children.

ChildFund contextualizes, implements and monitors EPW in collaboration with local partners and Ministries of Education for greater sustainability and community buy-in. The EPW model is currently being implemented in Sri Lanka, Sierra Leone, Uganda, and Gambia; Indonesia and the Philippines Preliminary qualitative program evaluation findings from focus group discussions suggest parent and teacher satisfaction, engagement, buy-in, and caregiver and teacher reports of increased use of EPW target skills. Preliminary themes that emerged from focus groups with caregivers included increased child protection at home (e.g., reduction of corporal punishment, increased caregiver supervision), improved caregiver-child relationships, and improved caregiver engagement in education. Quantitative and qualitative program evaluation data collection is underway. Program evaluation findings will be made available as countries complete their implementation and evaluation.

In the Philippines EPW Program is being piloted in one school each in Lamitan City and Dipolog City and has started preparatory activities since September 2023. ChildFund through its Local Foundation is currently in need of an Education Officer who will spearhead and catch-up with the EPW implementation in Dipolog City.

Roles And Responsibilities

  • Provide primary technical inputs in the formulation of strategies and approaches for implementation to attain intended results for the EPW program according to its design.
  • Coordinate with the Program Manager and Education Technical Specialist in preparing annual detailed workplans, and necessary contextualization of program resources to achieve EPW results.
  • Ensure that EPW interventions are carried out in accordance with the approved workplan, ensuring that the status of the EPW deliverables is regularly reviewed against targets and set indicators, and reported to management and concerned entities for proper action.
  • Monitor the implementation of EPW activities, identify gaps, issues and risks and assist in addressing these as necessary.
  • Ensure that EPW Program activities are in line with government policies and priorities and are carried out in accordance with the ChildFund EPW Program Model framework.
  • Act as EPW resource person during Local Partner EPW trainings/workshops.
  • Ensure EPW monitoring tools are updated and utilized accordingly, including the periodic progress reports.
  • Link with other agencies and potential partners undertaking education and school-based child protection interventions for potential collaboration.
  • Performs other tasks related to Education initiatives as may be assigned by the Supervisor.

Required Skills And Experience

Education

  • Bachelor's degree relevant to the job , advantage if B.S. Education
  • Relevant trainings on school-based violence prevention, psychosocial support, and parenting interventions, desirable

Experience

  • At least 3 years of relevant experience in education project management and coordination.
  • Good understanding of Government basic education structures, legislation, and related ordinances
  • Experience in the use of computers and office software (MS Word, Excel, etc.).
  • Proficient in technical and report writing.
  • Experience in facilitating training.
  • Experience in partnership-building and network coordination with the Department of Education
  • Experience in humanitarian response and post-disaster (i.e., ECCDiE, EiE) project is an advantage.
