UN Women Philippines office is implementing its Country Programme Strategy 2024 – 2025 derived from the newly signed United Nations Philippines Sustainabile Development Cooperation Framework 2024 – 2028. The vision is to achieve gender equality and the empowerment of all women and girls and the full enjoyment of their human rights in the Philippines, aligned to the aspirations of the Philippine Development Plan and the UNSDCF. To accomplish this, we work with our partners across the Philippines to implement targeted programmes that support women, peace and security, women's economic empowerment, women's leadership and participation, ending violance against women, humanitarian/DRR and climate change issues.

Philippines remains to be the highest at risk countries to disasters and climate change in the world. With socio – economic factors often determining vulnerability with women and girls, they are disproportionally affected by disasters and climate change impacts due to gender inequality. Women often experience higher mortality from disasters than men, but they also face secondary impacts such as human trafficking and heightened risk of sexual and gender based violence when displaced or have lost the care of their partners and parents. Their high dependence on agriculture, compounded by the high sensitivity of the sector to climate change, particularly make Filipino women highly vulnerable to the impacts of climate change. Furthermore, women, due to their gender roles, are responsible for food security and food production. The impacts of climate change on agriculture, water resources, health and other sectors, therefore, puts an enormous burden on women. Their lack of access and control over resources such as land, information, finances, also means that they face higher constraints in adapting to climate change. Closing the gender gap through climate informed investments and opportunities that remove these barriers provides pathways for women's empowerment, economic development and societal resilience.

Building on UN Women Philippines' experience in providing technical support on women's economic empowerment, gender mainstreaming, support in generating of gender statistics, as well as gender responsive budgeting, there is demand for expanding knowledge and skills on gender and climate change.



With a regional programme to be implemented in the Philippines focused on increasing action on gender responsive climate change adaptation and mitigation, ensuring women's representation as key environmental actors in climate and DRR decision-making and promoting as well as securing climate-resilient livelihoods. The Philippine Programme Office will require a National Project Officer coordinate this.

Reporting to the Country Programme Coordinator, the National Programme Officer-NPO (Gender, CC & DRR) assists the CPC and ROAP team in planning, implementing, and managing UN Women project related interventions in the Philippines. S/he works in close collaboration with the programme and operations team at Country Office, Regional Office, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under the portfolio.

The position requires experience and an in-depth understanding of gender equality, climate change and disaster risk reduction issues to translate UN Women's strategic plan and regional humanitarian strategy into effective programmes and results. It also requires to support and work with financial service providers, business and entrepreneurship associations, related ministries and government agencies – and more importantly CSOs. The identification of partnerships at national, regional and local levels, as well as donor relationship and resource mobilization opportunities, is equally critical.

Duties and Responsibilities

1. Oversee and guide country Gender & CC and DRR programme management:

  • Coordinate and facilitate the development, implementation, and monitoring of the Gender, CC and DRR related results areas of the PPO annual workplan, including budget and results framework;
  • Coordinate delivery of the day-to-day programme activities to ensure prompt and adequate delivery of results and maximise synergy with other results areas under the PPO Annual Workplan-AWP;
  • Monitor effective use of resources and compliance with UN Women rules, policies, and procedures as well as donor/fund requirements;
  • Facilitate the preparation of audits and to the implementation of its recommendations.

2. Provide technical support and capacity development to project/programme partners:

  • Facilitate and maintain relationships with national partners to support implementation and expansion of the country programme;
  • Coordinate capacity building opportunities and initiatives of key institutions and mechanisms;
  • Provide partners and the local government with assistance, training, and capacity development initiatives as needed.

3. Provide technical inputs to monitoring and reporting of programme/project activities:

  • Provide technical inputs to the establishment an effective gender responsive monitoring system for the delivery of programme results;
  • Create space for learning and reflection of programme partners;
  • Draft quarterly and annual progress reports and donor reports and organize progress reviews, as necessary;
  • Attend field missions and draft reports on monitoring missions.

4. Provide substantive technical inputs to people and financial management:

  • Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
  • Provide substantive inputs to financial reports;
  • Provide substantive inputs to terms of reference for new staff, consultants and contractors, as necessary.

5. Provide substantive inputs to inter-agency and country coordination:

  • Provide substantive inputs to the country level Comprehensive Country Assessment (CCA)/United Nations Development Assistance Framework (UNDAF) processes and similar exercises related to the Resident Coordinator system;
  • Provide substantive inputs to progress reports on UN Women's programme experiences in support of UN Women inter-agency coordination role including relevant technical support to United Nations Theme Group of Gender-UNTGG;
  • Inform the Regional Office of joint programming opportunities and participate in the development of UN joint programmes, as necessary.

6. Provide substantive inputs to building partnerships and resource mobilization strategies:

  • Provide substantive inputs to resource mobilization strategies, analyzing and maintaining information and databases on donors and developing database of project profiles for presentation to donors;
  • Prepare relevant documentation such as project summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events.

7. Provide substantive inputs to knowledge building and sharing and communications and advocacy:

  • Provide substantive inputs to knowledge management strategies and activities;
  • Identify best practices and lessons learned that are directly linked to the implementation of the programme and disseminate information;
  • Provide the PPO, Regional Office-RO or HQ with storylines for publication and advocacy campaigns.

8. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Required Skills and Experience

Education and certification:

  • Master's degree or equivalent in social sciences, human rights, gender/ women's studies, international development, climate change, environmental management or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage.

Experience:

  • At least two years of progressively responsible experience at the national and/or international level in design, planning, implementation, monitoring and evaluation of development projects;
  • Experience in establishing inter-relationships among international organization and national governments, including working, coordinating with, and providing technical advice to government counterparts;
  • Experience in the field of climate change, natural resource management, or disaster risk reduction, with a focus on rural women is an asset;
  • Experience in the in the field of gender and human rights of women;
  • Experience in administrative systems and UN system norms is an asset;

Language Requirements:

  • Fluency in English and Filipino is required
  • Knowledge of the other UN official working language is an asset (French, Arabic, Chinese, Russian or Spanish).
