Job Summary

The Patient Safety Officer is responsible in coordinating, supporting and advising OLLH on all aspects of ensuring Health and Safety. He/she will establish, manage and monitor standards, processes, communications, training and systems to ensure that all responsibilities associated with Health and Safety are adhered.

Duties and Responsibilities

Standard Responsibilities of a Safety Officer:

a. Makes reports required by DOLE such as but not limited to: registration, report on health and safety organization, employers work accidents / illnesses report, annual work accidents / illnesses exposure data report, quarterly report of minutes of health and safety committee meetings, annual medical report.

b. Coordinates all health and safety training programs for the employees and the employer.

c. Prepares minutes of meetings and reports status of recommendations made by the Health and Safety Committee; notifies members of the meetings.

d. Submits reports of the activities of the Health and Safety Committee.

e. Acts in an advisory capacity on all matters pertaining to health and safety for the guidance of the employer and the workers.

f. Conducts health and safety inspection as member of the committee.

g. Reports within reasonable time the breakdown of any pollution control facility and the estimated and actual date of completion, repair and operation.

h. Recommends the installation and operation of additional equipment for the pollution abatement facilities.

Specifically, performs the following as SO3:

a. Auditing Hospital's performance based on Safety Standards and regulations.

b. Implementing programs that focus in Behavioral safety.

c. Meeting Hospital's health and safety goals.

d. Supporting the development of OHS policies and programs.

e. Advising and instructing on various safety – related topics (noise levels, use of machinery etc.)

f. Conducting risk assessment and enforcing preventative measures.

g. Reviewing existing policies and measures and update according to standards and regulations.

h. Initiating and organizing OSH training of employees and executives.

i. Inspecting premises and the work of personnel to identify issues or non – conformity (e.g. not using protective equipment).

j. Overseeing installations, maintenance, disposal of substances etc.

k. Stopping any unsafe acts or processes that seem dangerous or unhealthy.

l. Recording and investigating incidents to determine causes and handle worker's compensation claims.

m. Liaising with law enforcement and other investigators who are present at the time of a serious accident.

n. Preparing reports on occurrences and providing statistical information to upper management.

Assists the Safety Manager in doing following:

a. Conducts investigation of accidents as member of the Health and Safety Committee and submits a separate report and analysis of accidents.

b. Maintains or helps in the maintenance of an efficient accident records system and coordinates actions taken to eliminate causes of accidents.

c. Provides assistance to government agencies in the conduct of safety and health inspection, accident investigation, or any other related programs.

d. Establishes and compiles safety checklist and safety rules and regulations manual.

e. Secures application and renewal of necessary pollution permits.

f. Monitors activities pertaining to the installation and construction of pollution source and control facilities and ensuring compliance with the air, noise and water quality standards.

g. Other tasks as required in the effective implementation of the OSH Program.
