Job Summary: IT Officer (ERP Applications) at Asian Development Bank (ADB) responsible for leading and developing a team of ERP applications staff for the support and maintenance of ADB's Core Human Capital Management (HCM) systems.

The IT Officer (ERP Applications) will be responsible for leading and developing a team of ERP applications staff for the support and maintenance of ADB's Core Human Capital Management (HCM) systems. The team will be responsible for the development, implementation, and support of Core HCM, Recruitment, Onboarding, Talent Management, and HR Service Desk applications.

The IT Officer (ERP Applications) will be responsible for:

  • Leading and developing a team of ERP applications staff for the support and maintenance of ADB's Core HCM systems.
  • Developing and implementing large-scale HCM applications as team leader.
  • Conducting user requirement analysis and integrating user requirements into overall application systems design, data models, functional specifications, and development/implementation plans.
  • Scheduling programmer and analyst resources for assigned application systems to ensure timely completion of systems.
  • Ensuring that programs are accurately coded and tested in accordance with system/program specifications and fully documented in accordance with ADB's standards and methods.
  • Planning and implementing required system conversion, integration, and parallel operations of assigned application systems.
  • Ensuring that assigned application systems are developed and maintained in adherence to ADB's standards and methods.
  • Supervising the work of staff assigned to application systems and providing guidance and training to them.
  • Assigning work to outsourcing contractors and closely monitoring progress and performance of contractors.
  • Coordinating with ITD technical support areas to ensure correct and efficient operations of assigned application systems.
  • Regularly submitting reports on progress status, including problems encountered and resource requirements of assigned application systems.
  • Managing issues, enhancements, and helpdesk calls in their respective functional areas.

The ideal candidate will have:

  • Bachelor's degree in MIS, Computer Science, Business Administration, Accounting, Mathematics, Engineering, or related fields.
  • At least eight (8) years of experience in development and implementation of large-scale HCM applications as team leader.
  • Excellent functional/business knowledge of minimum three (3) of the following Core HCM modules – HRMS, Time & Labor, Absence Management, and Self Service.
  • Excellent functional/business knowledge of any SaaS-based Recruitment, Onboarding, Talent Management, and HR Service Desk Applications.
  • Demonstrated ability to manage all application activities related to system upgrades and new product implementations.
  • Ability to research and resolve functional issues primarily around HCM applications.
  • Track record of providing innovative solutions to business problems.
  • Configure application based on ADB's business requirements.
  • Previous experience of managing teams and proficient project management and supervisor skills.
  • Demonstrated ability to work closely with users and provide analysis, design, and testing of HCM solutions.
  • Committed to producing quality outputs and performance targets, both individually and as a team member.
  • Excellent written and verbal communication skills in English.
