SCOPE OF WORKS (GENERAL)

Establish, maintain and review Cost Plans for all stage of Project development in coordination with the External QS and finance departmentOverall management of External QSEstimation of Macro-infrastructure costs, and determination of costs to be allocated among the developmentMaintain quality control systems that ensure all information and documentation provided by External QS is complete, comprehensive, up to date, checked and coordinated.Prepare financial analyses for the project in accordance with professional best practice and with the standard requirements for benchmarking of projectsDevelop and update the project budgetMonitor, review and record the progressive statements of costs against the anticipated final costs of the project and advise on the methods to maintain agreed budgets as required.Overall coordination and monitoring in terms of costs in the whole life cycle of a project. From Pre Con stage to Final Closing.Requirement to attend regular meetings throughout the course of the project. RESPONSIBILITIES THROUGHOUT STAGE OF CONSTRUCTION

2.1 PRE CONSTRUCTION STAGE

Continuously monitor and assess key decisions and plans as they develop, to ensure they conform to the scope of work and budget for the project.Monitor and review Cost Plans as submitted by External QS, to ensure that the details of estimates are correct and conform to FLI QS requirements.Identify reasons for any major discrepancies from the project budget at the end of every cost plan study and suggest methods to maintain agreed budgetsAssist in the development of selected ideas generated in the Value Management Review into working solutions. 2.2 TENDERING STAGEDiscuss and develop Procurement Strategy for the project and make recommendations on (in collaboration with External QS and Finance) a) The cost budgets for each Main Contracts and sub contract. These estimated cost budgets should follow as determined by the Cost plan / detailed Cost estimate budget. Review tender documents as prepared by External QSReview and confirm Pre Tender Estimates and analyze based on the Project Budget and time frames (if inflation may be applicable).Attend and monitor package awarding and review bids when necessary together with purchasing and External QS.Review Bid returns and determine key negotiating points and major cost drivers for report to management prior to actual award. 2.3 CONSTRUCTION STAGEDuring project construction the QS is to:Check and monitor financial statements if they confirm to the set standards and figures are to date as submitted by QS Partners.Implement the VOTF process, assess design change proposals, prepare a quick estimate of the cost involve and assessment of any cost implications and presentation to higher management for decision.Check and update if the current changes adhere to the set budget and within the reasonable percentage. 2.4 FINAL ACCOUNTS STAGEWhen the works are practically completed, collate advance information from the site for pending documentations and balance works or VO's.Project cost reconciliation with actual Accounting records.Provide the Final Cost to Finance for their computation of the overall profitability of the Project.

  2. Perform estimation works, bid document preparation, VO reconciliation and Final account closing for special in house projects like Showrooms, parking buildings and macro infrastructure costings when needed.
  3. Take over works for projects that External QS contracts are already expired, reconciliation and final closing with contractors. Qualification:
  4. Must be a Licensed Civil Engineer/ Electrical or Mechanical Engineer
  5. Amenable to work in Makati/Pasay
  6. Can start ASAP
