GENERAL PURPOSE OF THE JOB:

The Quantity Surveyor Officer (Electrical) will help the Department Head to carry out the structuring and implementation of the QS procedures in the company and perform QS pre-contract and post contract works. The position will help in the preparation of a project construction budget and its control and management. This would help ensure that the Owner gets the best value for money.

DUTIES AND RESPONSIBILITIES

Prepares Cost Estimate and detailed Cost Plan based on milestone design documents, at various stages of the project design (Concept Design, Schematic Design and Design Development), including all relevant information representing the project requirements.Performs value engineering at design stage to assist the design consultants in developing design within the agreed budget.Prepares tender documents to put together all relevant project information, scope of the works, proposed commercial conditions, technical requirements (as provided for by the design consultants), including necessary Owner information; to provide tenderers or participating contractors full appreciation of the project requirement for consideration in the submission of a comprehensive tender proposal.Performs quantity measurement, following standard method of measurement, and prepares the Bill of Quantities (prepared by the design consultants) based on the Construction Drawings and Technical Specifications; to provide the tenderers with the pricing document for obtaining a tender price and facilitate consistency in the evaluation of tenders. Prepares pre-tender estimate to compare against the agreed Cost Plan budget, including reconciliation of scope of works, as necessary, and likewise provide early advice on the anticipated tender returns.Performs detailed tender evaluation, including clarification with tenderers, to assess contractor proposals and respective tender price, with detailed analysis to confirm; completeness and sufficiency of tender, compliance to commercial conditions, competitive and consistent pricing and commercial qualifications, if any.Prepares Tender Report and issue recommendation on the suitability of acceptance of tender, to give the Owner confidence in selecting the most responsive, suitable and qualified contractor.Prepares Contract documents to organize and record all accepted and agreed terms and conditions (the Conditions of Contract), contractor proposals, construction documents representing project requirements, project schedule, contractor's table of organization, and all relevant items agreed during negotiations; including the drafting of the Letter of Award.Prepares and controls the project construction cost monitoring (Financial Statement) and reporting at reporting, at regular intervals, in the form of a summary of the anticipated total construction cost, considering all awarded amounts, cost implications of approved and anticipated variations and allowances to cover potential risk items; and its status against the approved Cost Plan budget.Performs valuation of contractor's progress payments, including reconciliation with contractor; and issuance the recommendation for payment based on the interim assessed value of the works completed on site (Interim Valuation / Payment Certificate); as certified by the Project Manager.Performs change management; evaluation of approved and anticipated variations / change orders, including reconciliation with contractor and arranging all instructions and supporting documents.Assists in the administration of contract with regards to general commercial matters.Attends regular Project Design Meetings and Project Coordination Meetings. Other tasksAssists the Department Head in managing the QS operations. JOB PROFILE

Educational Background

Must possess a Bachelor's Degree in Electrical EngineeringPreferably a Registered Electrical Engineer

Professional Background

Must have at least a minimum of five (5) years of functional work experience; and one (1) year in a supervisory role in Property Management, Construction, or Real Estate Industry. Knowledge RequirementsMust have in-depth knowledge of pre-contract and post-contract QS works.Must have in-depth knowledge of the standard method of measurement.Must have technical knowledge of construction phases and processes.Must be knowledgeable of estimating software i.e. Cost X, Planswift, etc.Must be knowledgeable Skills Requirements:Must have good cost planning and construction budget development skills.Must have excellent written and oral communication skills.Must have strong analytical and critical thinking skills.Must have good organizing skills.Must have strong negotiation skills Ability RequirementsMust have the ability to work under pressure and for extended working hours (if necessary).Must have the ability to manage change in QS-related processes and documents (i.e. cost monitoring).Must have the ability to work with multiple projects and accomplish tasks promptly.
