JobDescription
Panagora Groupseeks an experienced Senior Health Monitoring and Evaluation Director for aUSAID/Philippines, Pacific Islands, and Mongolia Monitoring, Evaluation, andLearning Activity. The Director will lead and oversee the team providing monitoring,evaluation, research, and learning services to the Office of Health. This is along-term position.
Dutiesand Responsibilities
- Overall responsibility for leading andcoordinating all health component monitoring, evaluation, and research activities.
- Serve as the main point of contact for evaluationand monitoring with the USAID Office of Health.
- Serve as the principal investigator for thebaseline and major performance evaluations (e.g., performanceevaluations of the TB, FP/ARH, CBDR, etc. portfolios) as well as oversee the design and implementationof all CLA activities under this component.
- Maintain acceptable standards of quality for allassigned tasks and expected deliverables, including all required reports.
- Other duties as assigned by the Chief of Party.
- Acompleted Master's degree or higher in management,public health, international development, social science, statistics,economics, health systems, or a related field.
- Atleast ten (10) years of work experience in designing, implementing, andmanaging complex monitoring systems, performance and impact evaluations, and implementationof research activities in/for developing countries, preferably the Philippines.
- A minimum of five yearsof relevant experience and technical expertise in a supervisory and/ormanagement capacity that includes providing technical and management oversightof subcontractors and complex teams in a multicultural setting.
- Demonstrated experiencewith quantitative and qualitative data collection, management, and analysiswith a strong statistical background.
- Strong background inproject management and monitoring and evaluation, and understanding of publichealth/epidemiology indicators, data, and analysis.
- Experience in a mix ofthe above-indicated skills areas is highly preferred.
- Fluency in English,written and spoken.
