Panagora provides technicaland advisory services related to monitoring, evaluation, research, and learningto USAID/Philippines. Under the USAID/Philippines, Pacific Islands, andMongolia Monitoring, Evaluation, and Learning Activity (PIMMELA), we are supportingthe USAID Office of Health (OH) in conducting a performance evaluation of the ImprovedHealth for Underserved Filipinos: Family Planning and Maternal and NeonatalHealth Innovations and Capacity Building Platforms (ReachHealth) Activity.

The ReachHealth Activity is a five-year project that startedin December 2018 and aims to strengthen and improve access to critical healthservices for Filipino families. The project aids Philippine communities toreduce unmet need for family planning services and decrease teen pregnancy andnewborn morbidity and mortality. The project focuses its support on geographicareas with the highest health burden, i.e. the highest levels of unmet need forfamily planning and teenage pregnancy.

Based on the request of USAID OH, PIMMELA will conducta performance evaluation of the ReachHealth project. The evaluation primarilyaims to assess how ReachHealth supported the Philippines in bolstering andimproving access to critical health services, reducing unmet need for familyplanning and decreasing teenage pregnancy. The results of the evaluation willinform USAID's next family planning activities and the Government ofPhilippines on which approaches of ReachHealth can be adopted and scaled up.

PositionSummary

Panagora Groupseeks a short-term technical consultant to serve as an Editor/Technical Writer for the performance evaluationof the ReachHealth Activity. S/He will lead the evaluation team in drafting,editing, and reviewing deliverables, including reports and presentationmaterials. The evaluation is expected to be carried out between May and October2024. The position will report to PIMMELA's Senior M&E Director and willwork closely with the performance evaluation team and PIMMELA's Health DataManagement Specialist.

Responsibilities:

· Participate inevaluation team planning meetings between the evaluation team and PIMMELA

· Provide technicalinput on the outline and review and edit the following deliverables:

o Desk review findingsreport and presentation

o Preliminaryfindings presentation

· Develop the abstract andexecutive summary of the evaluation report.

· Support the team in integratingfeedback from USAID and finalizing the evaluation report.

· Ensure the FinalReport is compliant with Section 508 of the U.S. Rehabilitation Act

Requirements

· Master'sdegree in a relevant discipline preferably with a health focus (e.g.,public health, economics,public policy, development studies, social sciences)

· At least eightyears of experience in technical writing specifically in research, and/ormonitoring and evaluation

· Previous experience in development work and with donors, specifically USAID

· Knowledge of USAIDguidance on preparing evaluations reports and adhering to evaluation report criteriaand checklist

· Proficient in MSOffice applications

· Strongorganizational skills and attention to detail

· Proficient inEnglish

· Familiarity withUSAID health FP/ARH programs/projects/activities is desirable

· Familiarity withhealth programs and services in the Philippines
