Chong Hua Hospital is looking to hire an experienced and highly dynamic Senior Purchasing Manager who is responsible for the accuracy and integrity of all activities related to acquisition and purchasing for the hospital including procuring medical and non-medical supplies and equipment, ensuring that items purchased are compliant with the hospital's purchasing guidelines and contracts; reviews and establishes standards that will guide the procurement team, requesting departments and suppliers in the efficient delivery of procurement services. The incumbent also establishes an efficient coordination system between requesting department and external agencies in achieving their respective business objectives.

The Purchasing Manager works closely with the Materials Management team to achieve departmental goals and provide quality service to customers both internal and external.

Responsibilities:

  • Defines team budget based on departmental objectives in alignment with the hospitals goals and business direction. Directs the execution and planning of operating budget to achieve strategic goals such as Goal setting, Identifying KRA's & KPI's, Budgeting for headcount, equipment, supplies, etc.
  • Develops and establishes purchasing procedures and policies that will ensure and manage all procurement transactions and activities in the department in accordance to the hospital's business goals and objectives.
  • Ensures that all procurement activities in the department are within the established cost-control measures.
  • Buys materials, parts and medical/non-equipment as necessary.
  • Analyzes and reviews all contracts and agreements between CHH and the suppliers to ensure that all technical and legal requirements are met, e.g. vendor accreditation, etc.; maintains professional relationship with key suppliers and customers.
  • Reviews all purchase requests from various department and ensures that these are properly handled by the respective department personnel until its completion.
  • Liaises with other departments such as Accounts Payable, etc. to ensure accurate and timely payment of invoices, as necessary for the efficiency and continuity of business with the suppliers. Ensures that all invoices are posted in the system on time to help expedite purchase payments.
  • Establishes an efficient coordination system between the Procurement team and external agencies to ensure the accuracy and timeliness of all purchase requests or equipment acquisitions, etc.
  • Collaborates with Materials Management team in identifying and ensuring that all requisitions for commonly used items/materials in the operations are resolved in a timely manner.
  • Measures its level of efficiency of all procurement systems and programs and makes recommendations for its continuous improvement. Aligns all cost-control activities of team members with the programs and parameters set by the organization.
  • Resolves issues and concerns in relation to quality of service in the department or any relevant concerns escalated by department personnel in relation to completion of tasks or service delivery.

QUALIFICATIONS

  • Industrial Engineer or graduate of Accounting, Finance or Business Administration. A post-graduate certificate or other relevant certification is an advantage.
  • At least twelve (12) years of related work experience; inclusive of four (4) years of experience in managerial role, preferably in medical setting.
  • Must be knowledgeable in either of the following areas of finance management such as Treasury, General Accounting, Internal Audit and Business processes, Inventory control processes and standards.
  • Possesses leadership qualities to aid in building, maintaining, and elevating relationships with CHH internal and external stakeholders and drive the achievement of business strategies and results.
  • Sound administrative principles
  • Excellent interpersonal skills.
  • Demonstrated proficiency in using standard office software applications, spreadsheets, and databases.
  • Must be well organized, detail–oriented and with sound numerical skills.
  • Good English communication skills, both oral and written. Can communicate in the Visayan and/or Tagalog dialect/s.
