Education:

- BS in Marine Biology, Environmental Science, Environmental Engineering, Chemical Engineering, etc. Qualifications/Skills needed: Technical Skills
- Proficient in EIA/EIS preparation, including baseline data analysis and mitigation planning.
- Skilled in preparing Environmental Management Plans (EMP) and Environmental Monitoring Plans (EMoP).
- Experience with technical assessments such as biodiversity, marine ecology, geohazard, and traffic impact studies. Communication and Interpersonal Skills
- Strong technical writing and reporting skills for preparing professional and regulatory compliant documents.
- Effective in conducting stakeholder consultations, including public scoping and public hearings.
- Able to communicate with regulatory bodies, project proponents, and technical teams.

Job Description
s/Scope of Work:

- Conduct field investigations and prepare a Field Report with Recommendations to support project planning and environmental assessment.
- Assist in the development of the Project Description and other initial requirements for the environmental permitting process.
- Perform or contribute to feasibility studies, particularly those related to environmental and socio-economic aspects.
- Develop or support the preparation of indicative management plans, such as Environmental Management Plans (EMP), Environmental Monitoring Plans (EMoP), and other mitigation strategies.
- Conduct socio-economic baseline assessments and support Information, Education, and Communication (IEC) campaigns.
- Facilitate the scoping process, including stakeholder coordination, public scoping activities, and preparation of scoping documentation.
- Lead and manage the Environmental Impact Assessment (EIA) process, including:
- Collection of baseline environmental data (e.g., air, water, noise, soil).
- Execution of technical surveys and environmental modeling, as required.
- Assessment of ecological, geologic, hydrologic, and socio-economic conditions.
- Prepare, review, and finalize the Environmental Impact Statement (EIS) and supporting technical reports.
- Coordinate with regulatory agencies during the review and evaluation process, including public consultations and technical review meetings.
- Assist in the submission, processing, and approval of the ECC application in compliance with DAO [2003-30](tel:2003-30) and other relevant DENR-EMB guidelines.
- Ensure that all documentation and recommendations are aligned with environmental regulatory frameworks, sustainability principles, and project objectives.
