The Position:

The Gender and Gender Based Violence (GBV) Analyst analyses and assesses relevant political, social, economic and cultural trends, guiding and facilitating the delivery of UNFPA's Gender and GBV programmes covering the humanitarian - development - peacebuilding (HDP) continuum in Mindanao, with priority and primary focus on the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). 

The Gender and GBV Analyst will report to the UNFPA Head of Sub-Office in Cotabato. S/he will work in close coordination and consultation with the Gender and GBV Team Leader at the UNFPA Country Office (CO) in Manila.

Job Purpose:

The Gender and GBV Analyst will serve as the focal point for the coordination, implementation, monitoring, and reporting of gender equality and gender-based violence (GBV) prevention and response initiatives. In line with the current UNFPA Country Programme and in coordination with the Gender and GBV Team Leader in Manila, the Analyst will support the roll-out of gender and GBV-related programmes, track progress, and report on results, while advancing strategies such as policy advocacy, institutional capacity development, and community engagement for the accelerated reduction of GBV and harmful practices (such as child, early, forced marriages and unions or teenage pregnancies) and the integration of gender perspectives across development, humanitarian, and peacebuilding (triple nexus) efforts, including advocating for evidence-based policies and programmes that unlock and harness the Philippines' gender dividend.

The Gender and GBV Analyst will also be responsible for ensuring that UNFPA interventions apply a human-rights-based and gender-transformative approach, promote gender equality, disability and social inclusion (GEDSI), and adhere to the principle of Leaving No One Behind (LNOB). The role includes providing technical guidance to government counterparts, implementing partners, and civil society organizations in designing and delivering interventions that are gender-responsive, culturally appropriate, and inclusive of marginalized and vulnerable groups, including women, girls, persons with disabilities, and indigenous communities.

In fulfilling these responsibilities, the Gender and GBV Analyst will work closely with BARMM government ministries, local government units (LGUs), civil society organizations, women's groups, and sister UN agencies, as well as bilateral and multilateral donors, to strengthen coordination and expand the reach of GBV prevention and response services. The Gender and GBV Analyst will represent UNFPA in relevant coordination mechanisms in BARMM and at the national level, ensuring that gender, GBV and other harmful practices, and inclusion issues are consistently addressed in policies, programmes, and humanitarian response plans.

The technical and coordination work expected from the Gender and GBV Analyst shall be guided by the Philippine Development Plan (PDP) 2023–2028, the Magna Carta of Women, the Responsible Parenthood and Reproductive Health (RPRH) Law, the BARMM Government's gender and development (GAD) and social sector plans, and the UNFPA 9th Country Programme of Assistance to the Philippines 2024–2028.

You will be responsible for:

A. Programme Management and Coordination

  • Coordinating the results-based planning, timely and effective implementation, monitoring, and reporting of UNFPA Gender and GBV programmes in the sub-office, whether stand-alone UNFPA programmes or in the context of joint programming with other agencies, ensuring alignment with the UNFPA Country Programme and UN Sustainable Development Cooperation Framework (UNSDCF) and responsiveness to the sub-national/local sectoral plans and priorities.
  • Coordinating the sub-office's Gender and GBV programme quality assurance, risk management, and performance monitoring, ensuring timely preparation of high-quality reports and documentation.
  • Ensuring integration of humanitarian preparedness and response and peacebuilding into the sub-office's Gender and GBV programming.
  • Coordinating the GBV Humanitarian Preparedness, Response and Recovery in the area in consultation with the CO Humanitarian and Gender and GBV Teams.
  • Promoting innovation, knowledge sharing, and replication of good practices across Gender and GBV prevention and response partners across sectors and across contexts, e.g. through South-to-South and Triangular Cooperation (SSTC). 

B. Technical Support and Capacity Building

  • In collaboration with a wide array of stakeholders including the government, NGOs, development partners, the private sector, marginalized women- and youth-led groups and other partners, contributing to the design and implementation of the Country Programme  and its projects on Gender and GBV prevention and response, aligning with UNFPA programme policies and procedures. 
  • Consolidating, analysing and interpreting the existing assessments on the Gender, GBV and Harmful Practices situation in BARMM, including the political, social, economic, and cultural environment relevant to UNFPA Gender and GBV prevention and response activities, and identifying opportunities for UNFPA assistance and intervention, including supporting BARMM to unlock and maximize the region's Gender dividend. 
  • Assessing implications of new policy developments and strategies on Gender and GBV programme design and execution, and ensuring their integration to the UNFPA programme. 
  • Providing technical support to the development of relevant advocacy and policy documents to address Gender-related issues and gender inequalities, and to strengthening programming for the prevention and response to GBV and other harmful practices such as child, early, forced marriages and unions (CEFMU).
  • Coordinating and facilitating relevant sub-national capacity building interventions and training sessions for intra-sectoral and multi-sectoral prevention and response actors for a stronger integrated rights-based approach to Gender and GBV programming in BARMM.
  • Applying standard guidelines and protocols (interagency and UNFPA-specific) in the assessment, planning, implementation, monitoring, evaluation and reporting of UNFPA Gender and GBV programmes in BARMM across the humanitarian - development - peacebuilding continuum. 

C. Partnerships, Advocacy and Resource Mobilisation 

  • Contributing to the development and/or implementation of the Partnership, Advocacy and Resource Mobilization Plan in BARMM, in coordination with the Head of Office and the CO in Manila, ensuring preparation of relevant documentation, i.e. project concept notes, summaries, conference papers, speeches, etc. 
  • Representing UNFPA at relevant Gender and GBV coordination fora/mechanisms across the humanitarian - development - peacebuilding continuum and in public events in BARMM.
  • Coordinating with protection actors to conduct emergency assessments, analyzing results, and planning emergency response for women and girls in BARMM, ensuring safe and ethical data collection, sharing, and risk reduction.
  • Liaising with Gender and GBV staff/focal points in other agencies and organizations (including national and international NGOs and women's groups) for developing coherent Gender and GBV action plans and programme interventions in BARMM.

D. Management responsibilities

  • Maintaining regular communication, coordination and consultation with the Head of the Sub-Office, internal counterparts within the programme and operations team from the UNFPA Country Office, especially the CO Gender and GBV and Humanitarian Teams. 
  • Leading and/or contributing to the activities of the relevant sub-national, national, regional, and/or global Gender and GBV-related communities of practice of UNFPA. 
  • Providing technical and administrative assistance to staff and volunteers.
  • Carry out any other duties as may be required by UNFPA leadership.

Qualifications and Experience: 

Education:  

Advanced degree in a field of study relevant to UNFPA's mandate, such as sociology, anthropology, social sciences, women's studies, public health, public administration, international relations, international development, law or other related fields.

Knowledge and Experience:

  • At least two years professional experience in the field of gender, and/or gender-based violence prevention and response with experience in programme/ project management required.
  • State of the art knowledge on Gender equality and gender based violence approaches and initiatives required
  • Field experience addressing/integrating gender and gender based violence prevention and response in emergency and post conflict contexts required.
  • Strong commitment to the mandate of the UN and UNFPA Philippines required.
  • Experience of working with vulnerable communities is an asset.
  • Practical experience in design, implementing, monitoring and evaluation of development projects required.
  • Experience using office software packages and web-based management systems required.
  • Knowledge and understanding of conflict sensitivity and "do no harm" approach is an asset.

Languages: 

  • Fluency in oral and written English and Filipino is essential, with ability to write clearly and concisely and to compose correspondence and documents in both languages. 
  • Knowledge of local language in UNFPA target states and regions, particularly of any of the major local dialects in BARMM, is an asset.
