Job Title: Village Accountant

Location: Naic, Cavite

Position Summary

The Village Accountant is responsible for managing and maintaining the financial records of the subdivision or residential community. The role ensures the proper accounting of homeowners' dues, association expenses, and fund allocations, in compliance with applicable laws and the association's financial policies. The Accountant supports the HOA Board by providing accurate financial reports and assisting in budgeting and audit processes.

Key Responsibilities

1. Financial Management & Recordkeeping

  • Maintain complete and accurate financial records of all village transactions.
  • Record homeowners' dues, association fees, and other revenues in the accounting system.
  • Manage accounts payable and receivable.
  • Prepare monthly bank reconciliations and ensure proper fund allocation (e.g., operating fund, reserve fund).

2. Reporting & Compliance

  • Prepare monthly, quarterly, and annual financial statements for review by the Village Administrator and HOA Board.
  • Assist in the preparation of annual budgets and forecasts.
  • Ensure compliance with BIR (Bureau of Internal Revenue) requirements, including filing and remittance of taxes (e.g., withholding tax, VAT if applicable).
  • Coordinate with external auditors for annual audits.

3. Homeowners' Accounts Management

  • Monitor collections, issue statements of account, and follow up on delinquent payments.
  • Maintain updated homeowner account ledgers.
  • Support collection efforts in coordination with the Property Manager or Treasurer.

4. Procurement & Expense Monitoring

  • Review and verify supporting documents for disbursements and reimbursements.
  • Ensure expenses are properly authorized and within the approved budget.
  • Maintain the petty cash fund and record all related transactions.

5. Administrative & Coordination Tasks

  • Support HOA Board meetings by preparing financial reports and responding to financial inquiries.
  • Work closely with the Village Administrator, Treasurer, and other staff to ensure smooth financial operations.
  • Maintain confidentiality and integrity in all financial dealings.

Qualifications

  • Education: Bachelor's degree in Accounting, Finance, or related field.
  • Experience: Minimum of 2 years of accounting experience; experience in property management, HOA, or real estate preferred.
  • Skills:
  • Proficient in accounting software (e.g., QuickBooks, Xero, or similar).
  • Strong analytical, organizational, and problem-solving skills.
  • Knowledge of Philippine taxation and BIR compliance.
  • Excellent communication and interpersonal skills.
  • High attention to detail and integrity in handling financial data.

Working Conditions

  • Office-based within the village administration office in Naic, Cavite.
  • Regular working hours, with occasional attendance required at HOA meetings or community events.
