The Roving Village Administrator represents the Company in the assigned Property wherein he/she is responsible for the over-all management of the assigned property and supervision of on-site to ensure efficient, effective automated and integrated resorts property management system by managing and operating, efficiently and economically, the client's assets and finances with the highest level of integrity and excellence, by assuring strict compliance with the Management Agreement between Outsourced Agency and the specific assigned property.

Job Responsibilities:

  • Administration

  • Strictly enforce, constantly review and propose necessary revisions on the approved detailed property house rules.

  • Make regular updates to the Operations Manager of PPHI on all concerns regarding the property.
  • Implement a 24-hour communication system to ensure that all information regarding operations and other unusual incidents are relayed to the Property Manager.
  • Ensure that the PMO staff is able to take charge of regular operations in the absence of the PM, and the PE.
  • Perform Tenant relations functions and develop and implement activities that will promote harmonious relationships within the property.
  • Prepare all requirements and coordinate schedule of all meetings of the Board.
  • Ensure compliance with all statutory requirements and timely renewal of permits, licenses and service agreements directly related to the Property.
  • Continuously develop and implement ways to improve on the operational procedures implemented by the administrative staff.
  • Ensure that the Service Providers/Agency is implementing all requirements as stipulated in the Service Agreement.

  • Security

  • Develop and ensure the strict implementation of the detailed property security plan, while maintaining due courtesy to all unit owners, tenants, administrative staff, workers and visitors of the property.

  • Ensure that the security agency is implementing ways to improve their services such as conducting of seminars and trainings to enhance the preparedness and quality of service of their security guards.
  • Monitor implementation of security agreement.

  • Housekeeping

  • Determine housekeeping (cleanliness and order) requirements of the property.

  • Ensure that cleanliness and order in the property are maintained at all times.
  • Ensure that any unusual incidents or situations are reported immediately by the janitorial crew.
  • Assist PE implement and monitor compliance to the Solid Waste Management Program in coordination with the tenant representatives.
  • Monitor implementation of housekeeping agreement.

  • Technical

  • Ensure that the PE develops and implements systems necessary to maintain the property and all machineries and equipment in the property.

  • Formulate and implement the Energy Management Plan for coordination with the village tenants' representatives as well as the contractual technical personnel.
  • Continuously develop and implement ways to improve the appearance and efficiency of the property and its equipment.
  • Ensure implementation of fit-out rules and guidelines.

  • Finance

  • Ensure that all revenue and expense targets are met.

  • Determine and implement ways to increase revenues for the property.
  • Develop an annual operating and capital expenditure budget for the property, considering all items requiring budget allocation.
  • Closely monitor collection of funds, disbursement of funds and the savings and current account balances of the funds of the property
  • Prepare a monthly year-to-date summary of actual revenues and expenses and compare these with the prepared budget.
  • Coordinate with the internal Auditor to determine accuracy of the actual expenses.
  • Analyze variances between the actual revenues and expenses and the budgets.
  • Make adjustments on the monthly expenses to eliminate any negative variance.
  • Find a way to have an alternative source of revenue for the association to be able to finance special projects to enhance the property.

  • General Assembly and Governance

  • Ensure the Annual General Membership Meeting (AGMM) and Monthly or Quarterly Board Meeting are conducted on schedule.

  • Ensure all necessary preparations for the Annual General Membership Meeting (AGMM) are in place to meet quorum requirements, including timely distribution of notices, verification of member eligibility, coordination of proxy submissions, and proper documentation in accordance with HOA by-laws and DHSUD guidelines.
  • Coordinate with the Board of Directors on agenda, election proceedings, and meeting facilitation.

  • Community Engagement

  • Serve as the primary point of contact between residents and the HOA.

  • Address homeowner concerns and coordinate resolution of service requests.
  • Facilitate community programs, meetings, and other resident engagement activities.

Job Requirements:

  • Graduate of Civil/Electrical Engineering or Architecture (preferably with License), Business Management or Building Management course
  • At least 2 years of related experience in Property Management as Village Administrator or Property Officer/Property Manager
  • Proficient in MS Office applications
  • Presentation and facilitation skills
  • Customer service and people management skills
  • Excellent oral and written communication skills
  • Willing to be transferred or amenable for relocation

Work Schedule:

  • Monday to Friday, 8:00 AM to 5:00 PM
  • Saturday, 8:00 AM to 12:00 NN
