Operations Manager

JOB DESCRIPTION

• Ensures that the Resident Engineer's assignment falls within the Responsibility Map, assigned
• Plans and monitors the Resident Engineer's workloads and accountabilities (for malls with multiple RE's) including the review of their respective reports
• Ensures compliance of Resident Engineers with the directions of EDD and the Mall.
• Conducts regular monitoring to ensure efficient provision of mall utilities such as water and electricity
• Analyzes the utilities consumption and provides appropriate recommendations for improvement
• Reports safety and security findings or deficiencies affecting electro-mechanical equipment and recommend resolution of identified deficiencies;
• Makes sure that MEPF works and documents comply with the established procedures and guidelines and are properly implemented including the tenants
• Approves proposals and billings of contractors for repair and maintenance of MEPF system
• Monitors, review (and approve, if with direct reports) all documentations and reports related to required workflows (eAAR, eUTR, ESMR, eMSRS, Mytime, ATLAS, CMMS,BCMS) for submission to ROMs/AVPs
• Monitors, prepares (and approve, if with direct reports) documentations related to request for additional and or replacement of MEPF equipment (e.g. Additional Chillers, Cooling Towers) for endorsement to ROM/AVPs
• Prepares year end related reports (ex. Sustainability Report (mall), Water Consumption and Energy Consumption)
• Prepares MSRS/PR, FAPR and billings including the supporting documents such as synopsis, justification form and lay out/specification specifications
• Prepares Scrap Disposal Request (and related supporting documents such as "Demolition Dismantling And Buy-Out Checklist", "Engineering Equipment Disposal Form", "Photos Of Engineering Scrap For Disposal With Label Per Item") Prepares annual engineering OPEX and CAPEX budget of the mall
• Prepares the draft layout/scheme, bid summary, BOQ summary and other related documents for project approval of CAPEX projects
• Approves MEPF standards, tenant design criteria, and mall construction guidelines for both mall areas (primarily common areas, perimeter, administrative offices, employee and customer facilities, and all other non-leasable facilities) and tenant areas
• Leads activities in relation to established positions and designations such as Pollution Control Officer including permit renewals
• Evaluates the individual and team performance of the department being managed
• Provides development opportunities to the team through coaching.
• Evaluates and manages the performance of the team member (PARS) if any.
• Conducts weekly multiple branch inspection as well as reports validation on status of engineering operations with Resident Engineers
• Management and monitoring of Resident Engineers assigned in various branches
• Provides and update the necessary documents for renewal of permits; such as Building Annual Inspection, Certificate of Electrical Inspection, Fire Safety Inspection Certificate, Permit to Operate Escalator, Permit to Operate Elevator and etc.
• Participate in meetings and activities related to Dept. Store

OTHERS

• CA and liquidation of purchases of engineering items unavailable in the warehouse
• Monitoring of actual construction of projects up to turn-over to operations
• Reviews compliance of MEPF design plans to EDD Operations guidelines prior to construction
• Attends related meetings and activities (construction projects, steer coms, workshops including SMDC-initiated)
• Facilitate mall insurance claims.
• Utilizes SAP to monitor purchase orders including OPEX and CAPEX projects
• Prepares SMR, PR and billings including the supporting documents such as synopsis, justification form and lay out/specification (is this valid with respect to EDD-Accounting memo that MSRS will be handled by SCMC-FAS)

JOB REQUIREMENTS

• Minimum of 3 years Engineering Management or Facilities Management Experience
• Electrical Engineering or Mechanical Engineering graduates
• Licensed Electrical Engineer/Mechanical Engineer is required
• Professional Electrical Engineer/Mechanical Engineer is an advantage
• Knowledge in MEPFS Management, Estimation and Budget preparation
• Knowledge in SAP, BCMS, CMMS is an advantage
