The Compliance Officer is responsible for ensuring that all real estate projects and corporate activities comply with relevant housing, construction, and property regulations. This role will coordinate the acquisition, renewal, and management of permits, licenses, and clearances from government agencies such as the Registry of Deeds (ROD), Assessor's Office, HLURB/DHSUD, DENR, BIR, and local government units (LGUs). The Compliance Officer ensures the timely completion of all documentation, facilitates interdepartmental coordination, and upholds the organization's legal and regulatory obligations to support project development and property operations.
Key Responsibilities:A. Regulatory and Permit Coordination
Coordinate and process all project-related permits, licenses, and clearances with the following agencies:
Registry of Deeds (ROD) – for titling and registration of properties.
- Assessor's Office – for tax declarations and property assessments.
- DHSUD/HLURB – for development permits, licenses to sell, and other housing compliance requirements.
- DENR, BIR, DPWH, and LGUs – for environmental, tax, and construction compliance.
- Utility Providers (e.g., Meralco, Manila Water, MWSS) – for service connections and certifications.
- Maintain an updated tracker of all permits and licenses, including their renewal schedules, validity periods, and responsible parties.
- Conduct regular follow-ups and coordinate with government offices to ensure timely release and submission of documents.
B. Documentation and Reporting
- Prepare, review, and ensure the completeness and accuracy of all documentation for submission to regulatory bodies.
- Maintain proper documentation and safekeeping of all compliance-related files, permits, and receipts (physical and digital).
- Generate regular compliance reports and updates for management review.
- Assist in due diligence activities related to property acquisition, land titling, and development compliance.
C. Interdepartmental and External Coordination
- Liaise with internal departments such as Engineering, Project Development, Finance, and Legal to ensure smooth coordination of permit applications and compliance submissions.
- Serve as the primary contact person for external agencies, consultants, and local government offices.
- Facilitate site visits, inspections, and compliance audits as required by authorities.
D. Payment and Financial Processing
- Handle payment processing and remittances for all permit-related transactions, including government fees, documentary stamps, and other official charges.
- Ensure timely liquidation and accurate recording of all payments and receipts.
- Coordinate with the Finance Department for budget requests, reimbursements, and official receipts.
E. Compliance Monitoring and Continuous Improvement
- Stay updated on new laws, issuances, and changes in real estate and construction-related regulations.
- Recommend improvements in compliance systems, documentation processes, and coordination procedures.
- Support internal audits and compliance reviews to ensure adherence to company policies and government requirements.
Qualifications:
Education:
Bachelor's degree in Architecture, Civil Engineering, Real Estate Management, or a related field.
- Professional license (Architect or Engineer) is an advantage.
Experience:
Minimum of 2 years of relevant experience in a real estate development company, construction firm, or property management setting.
- Proven background in liaison work with government agencies (e.g., ROD, BIR, LGUs, Treasurer's Office, HLURB/DHSUD, etc.).
Skills and Competencies:
Strong understanding of real estate permitting and compliance processes.
- Excellent organizational and time management skills.
- Strong interpersonal and communication skills for dealing with government officials, utility providers, and internal stakeholders.
- High attention to detail and documentation accuracy.
- Proactive, resourceful, and able to work with minimal supervision.
- Demonstrates integrity, reliability, and a high level of professionalism.
Technical Proficiency:
Proficient in MS Office (Word, Excel, PowerPoint) and document management systems.
- Knowledge in project tracking tools and compliance management software is an advantage.
- 100% on-time submission and renewal of all required permits and licenses.

- Efficient coordination turnaround time between internal departments and government agencies.
