Compliance Specialist

Job Summary:

Saltegra Consulting is seeking a detail-oriented and technically skilled Environmental and Process Safety Compliance Consultant to support both domestic and international environmental regulatory submissions and process safety program development. The consultant will handle the preparation of EIA and ECC documentation required by the DENR, and will also support U.S.-based clients in developing and updating Process Safety Management (PSM) programs and assisting in EPA RMP and CalARP submittals. This hybrid role bridges environmental compliance and process safety risk management across both local and international projects.

Key Responsibilities:

Environmental Compliance

• Prepare or assist in the preparation of Environmental Impact Assessments (IEE, EIS) for ECC applications.
• Coordinate and submit environmental permits including CNC, Wastewater Discharge Permit, Hazardous Waste Generator Registration, and other relevant DENR/LLDA documentation.
• Organize and document public scoping and stakeholder consultations.
• Submit and track post-ECC compliance reports such as Self-Monitoring Reports (SMRs) and Compliance Monitoring Reports (CMRs).
• Ensure submissions align with PD 1586, DAO , DAO , DAO , DAO , DAO , DAO , DAO , DAO , DAO , DAO , DAO , DAO , and applicable LLDA rules.

Process Safety and Risk Management

• Support in the preparation of Environmental Risk Assessments (ERA) and technical documentation high-risk processes and regulated substances for local industries.
• Develop and update Process Safety Management (PSM) programs for client sites in the US, in compliance with OSHA 29 CFR
• Assist in the preparation and submission of regulatory documentation for EPA Risk Management Plans (RMP) and California Accidental Release Prevention (CalARP) programs.
• Assist in Environmental Risk Assessment (ERA) e.g. HAZOP, FMEA, QRA etc. workshops by utilizing Process Safety Information (PSI), documenting sessions, and drafting technical reports and action item trackers.
• Coordinate with Saltegra's facilitators and project managers to ensure quality and compliance across all deliverables.

Minimum Qualifications (Required):

• Bachelor's degree in Environmental Science, Chemical Engineering, or a related technical discipline.
• DENR-accredited EIA Preparer (active accreditation required).
• At least 2–4 years of experience in environmental permitting, technical consulting, or compliance documentation.
• Experience coordinating with Philippine regulatory agencies (DENR, LGUs) for permits and reports.
• Strong skills in technical writing, documentation, and client communication.

Preferred Qualifications:

1.Familiarity with Process Safety Management standards and frameworks:

• OSHA 29 CFR U.S.)
• PNS 2186:2024 (Philippine PSM standard)
• RA 11058 and related DOLE OSH regulations
• U.S. EPA Risk Management Plan (RMP) requirements under 40 CFR Part 68

• California Accidental Release Prevention (CalARP) Program requirements

• Exposure to ERA (including HAZOP) studies, even in a documentation or coordination role.

3.Prior experience in a consulting environment or projects involving hazardous chemicals, energy, or manufacturing sectors.

Work Arrangement:

• Primary work location: Saltegra Consulting, Ortigas, Pasig City
• Hybrid setup: Four 10-hour workdays per week for desk-based tasks, with one day designated for remote work; on-site presence required for public consultations, DENR coordination, and client meetings
• Occasional travel to project sites or regulatory agencies as needed
