Job Specification:

Experience: 5-7 Years

Location: Philippines (Manila / Metro Manila / hybrid or onsite as required) (As many EOR / HR services providers in PH operate locally with global clients.)

Head of HR / Country HR Lead / Director – HR Services

Role Overview:

We are seeking a highly skilled HR Business Partner to lead HR operations in Philippines, managing all aspects of employee lifecycle and serving as a key point of contact for both clients and employees. The ideal candidate will possess strong compliance knowledge, excellent communication skills, and the ability to work in a fast-paced, client-facing environment ensuring compliance with HR legal requirements and regulations of the company in Philippines.

Key Responsibilities:

  1. HR Operations & Employee Lifecycle:


•Own end-to-end HR activities including onboarding, induction, exit management, and employee lifecycle events.


•Act as the first point of contact for employee queries, grievances, and support.


•Maintain and update employee records in accordance with statutory requirements.

  1. Compliance & Regulatory:


•Ensure HR policies and practices comply with Philippines employment laws (DOLE, SSS, PhilHealth, Pag-IBIG.).


•Liaise with statutory bodies and ensure timely submissions (e.g., DOLE, BIR, tax filings).


•Keep abreast of changes in local labor laws and update internal processes accordingly.

  1. Payroll Management:


•Coordinate monthly payroll processing with finance/payroll teams.


•Validate payroll inputs, ensure accuracy, handle employee queries, and ensure timely disbursement.


•Ensure tax and statutory compliance in payroll activities.

4.Client & Stakeholder Communication:


•Regularly update clients on open queries, payroll reports, HR-related developments, and compliance updates.


•Provide consultative HR support to clients around local employment law, HR practices, and market trends.


•Ensure Service Level Agreements (SLAs) with clients are consistently met or exceeded

Qualifications & Requirements:


•Bachelor's degree in human resources management, Business Administration, Psychology, or related field.


•Minimum of 5-8 years of progressive HR experience, preferably in roles involving HRBP, employee relations, talent management, and ideally within EOR/outsourcing/BPO/service delivery environment.


•Deep understanding of Philippine labour laws, social security/benefits, employment practices.


•Strong business acumen: ability to interpret business metrics, translate them into HR implications.


•Excellent communication, coaching, stakeholder management, and partnering skills.


•Proficiency in HRIS tools, data analytics, and reporting.


•Ability to work in a fast-paced, dynamic service environment, sometimes across different shifts (given outsourcing/EOR model).

Desirable / Nice-to-Have:


•Prior experience working in an EOR, PEO, payroll services or international HR services provider.


•Exposure to servicing remote or globally-distributed workforce.


•Certification in HR (e.g., SHRM-CP/SCP, or local equivalent).


•Experience managing large teams / multiple accounts / service delivery metrics.


•Experience with change management, M&A HR integration, or organisational development in service environments.
