,JOB DESCRIPTION: Village Manager

Location: Baliuag, Bulacan

Employment Type: Full-time

Position Summary

The Village Manager oversees the daily operations, security, maintenance, and administrative functions of the subdivision. The role ensures that community standards are upheld, homeowners' concerns are addressed, and the property is managed efficiently in accordance with the policies of the Homeowners Association (HOA) or developer.

Key Responsibilities

1. Administrative & Governance

  • Implement and enforce subdivision policies, rules, and regulations.
  • Support the HOA Board or developer by preparing reports, minutes, and documentation.
  • Manage permits, licenses, vendor contracts, and compliance with local government requirements (LGU Baliuag and relevant national agencies).
  • Assist with HOA meetings, elections, and communications.
  • Maintain accurate records of homeowners, payments, and subdivision operations.

2. Operations & Facility Management

  • Supervise daily subdivision operations, including security, sanitation, landscaping, and facility usage.
  • Oversee preventive maintenance for common areas, utilities, equipment, and amenities.
  • Coordinate repair works, contractor activities, and project implementation.
  • Ensure roads, drainage, parks, clubhouse, and other facilities meet safety and quality standards.

3. Financial Management

  • Assist the HOA or developer in preparing annual budgets and expense forecasts.
  • Monitor collection of association dues and other fees.
  • Implement cost-efficient measures for operations and maintenance.
  • Validate billing statements, purchase requests, and disbursements.

4. Security & Safety

  • Supervise security personnel and ensure proper implementation of gate and roving protocols.
  • Manage emergency and disaster preparedness programs (fire, flood, earthquake).
  • Respond promptly to incidents, violations, and emergencies.
  • Coordinate with barangay and municipal authorities on safety concerns.

5. Homeowner Relations

  • Serve as the primary point of contact for inquiries, concerns, and feedback from residents.
  • Promote community engagement and activities.
  • Mediate conflicts and uphold community harmony.
  • Ensure transparent communication via memos, announcements, and digital channels.

QualificationsEducation & Experience

  • Bachelor's degree in Property Management, Business Administration, Engineering, or related field.
  • At least 2–3 years of experience in property or facilities management, preferably in residential subdivisions.
  • Experience working with HOA boards or developers is an advantage.

Skills & Competencies

  • Strong leadership and people management skills.
  • Excellent communication and customer service abilities.
  • Knowledge of building maintenance, security protocols, and LGU compliance.
  • Proficient in MS Office or property management software.
  • Problem-solving skills and ability to handle pressure.

Working Conditions

  • Must be on-site during regular office hours; may be required during emergencies or special events.
  • Works closely with security, maintenance staff, contractors, and homeowners.
