BACKGROUND INFORMATION
There is growing evidence that the present trend of methane emissions, if left unabated, would negate the progress being made to reduce CO2 emissions. In ASEAN, the dominant source of methane is the agricultural sector (44%), followed by waste (30%), fugitive emissions (12%), land-use change and forestry (8%), and other fuel combustion (6%). According to ASEAN Centre for Energy, the current challenges in ASEAN with respect to methane action include: (i) lack of a sound policy framework, (ii) low availability of equipment and trained personnel to track and measure methane emissions, (iii) non-existent incentives, (iv) high costs and low returns, and (v) the scarcity of knowledge transfer and capacity building programs
To address these issues, the ASEAN-Korea Cooperation for Methane Mitigation (AKCMM) project, funded by the ASEAN-Korea Cooperation Fund (AKCF) was launched. It is a three-year, USD 20 million initiative which focuses on delivering four outputs: 1) developing enabling policies and institutions; 2) improving the measurement of methane emissions; 3) designing, financing, and implementing methane reduction projects; and 4) promoting regional dialogue and partnerships.
In the Philippines, the GGGI has partnered and is collaborating with the Department of Environment and Natural Resources (DENR), Climate Change Commission (CCC), Department of Agriculture (DA), Department of Energy (DOE), and the Department of Science and Technology (DOST), for the implementation of the AKCMM project. These agencies comprise the core members of the Philippine Methane Reduction Committee (MRC), that leads the overall project direction, management and supervision with GGGI Philippines sits as the Secretariat.

Activity 4.1. Establish and operate an ASEAN knowledge platform
Currently, the DENR in partnership with Climate and Clean Air Coalition (CCAC), has completed the National Action Plan (NAP) on Short-Lived Climate Pollutants (SLCP). The action plan includes, among others, a methane roadmap which highlights key building blocks necessary for methane mitigation planning such as priority measures and implementation pathways to achieve the Global Methane Pledge (GMP).
SCOPE OF WORKThe consultant will mainly work in the development of the Methane Reduction Plan (MRP) (Activity 1.3) targeted to be completed by December 2025. The MRP shall be synchronized with the methane roadmap included in the recently completed NAP on SLCP. Moreover, the consultant shall support GGGI to acquire endorsement of the MRP from the concerned government agencies. The contents of the MRP shall be initially identified/drafted by the consultant to be deliberated and finalized with the MRC. At the minimum, the MRP shall consist of the following:
- Stocktaking of methane-related initiatives and mapping of national stakeholders;
- Review of major sources of emissions in the country and projections of future emissions based on 3-4 scenarios
- Analysis of policy, financing, and capacity gaps and recommended solutions for reduction of methane emissions at scale,
- Development of a pipeline of methane reduction projects linked to the NDC, NDCIP and other national climate finance strategy, as applicable; and
- Sustainability measures including capacity development programs, in the implementation of methane mitigation initiatives
In addition, the consultant shall lead the shortlisting of methane reduction projects (Activity 3.1) through the MRC. To do this, the consultant shall lead the stocktaking of methane reduction projects from relevant national government agencies which could be part of the MRP. The consultant shall develop criteria to shortlist the methane reduction projects. From the shortlisted list, the MRC will select project/s that will be subjected to feasibility study and eventual pilot implementation.
In the development of the MRP and shortlisting of methane reduction projects, the consultant, in coordination with and through GGGI, will facilitate and organize MRC meetings (Activity 1.2) and consultations with other relevant stakeholders.
DETAILED TASKSThe Consultant's primary responsibilities will include:
- Lead all activities related to the development of the MRP and shortlisting of methane reduction projects including preparation and execution of a workplan for the development of the same;
- Assessment of existing national climate plans and policies such as the Philippine Nationally Determined Contribution (NDC), NDC Implementation Plan (NDCIP), NAP on SLCP, and other related references on methane mitigation;
- Stocktaking of completed, on-going, and proposed methane reduction projects from relevant government stakeholders;
- Develop shortlisting criteria for methane reduction projects;
- Facilitate and help organize MRC meetings for the consultation, deliberation, and finalization of the MRP and/or shortlisting of methane reduction projects;
- Prepare minutes of the meeting of the MRC meetings;
- Arrange and organize site visits with concerned government and non-government agencies, as necessary;
- Develop and maintain appropriate information repositories for data and analysis;
- Organizing meetings between GGGI staff and consultants with government officials and staff of implementing and executing agencies, and representatives of other key stakeholder groups, as needed or useful; and
- Perform other tasks that may be assigned by the GGGI Country Office.
The consultant will be guided by the Country Representative and supervised by the Project Manager. S/he will report regularly in person at GGGI PH office throughout the duration of the project. Remuneration will be based on the submitted and approved monthly timesheet. The Climate Change Specialist will work together with the Capacity Development Expert and Service (Activity 1.2 and 1.4) Consulting Firm (Activity 2.1) to harmonize outputs.
QUALIFICATIONS / EXPERIENCE / EXPERTISEThe Consultant is expected to possess the following qualifications:
- An advanced university degree (master's degree or equivalent) in sustainable development, climate change, environmental management, environmental science, ecological engineering, forestry, or related areas;
- At least 7 years of professional experience or expertise in developing national, regional and local development plans in relevant sectors including climate change adaptation and mitigation, and natural resource and environmental management;
- Experience in GHG emission inventory and mitigation planning will be an advantage;
- Strong analytical skills and experience in developing technical reports including undertaking research, primary and secondary data collection, analysis, and report writing especially in the area of climate change and GHG mitigation.
- Ability to work/deliver independently with minimal supervision;
- Good interpersonal skills, and ability to work collaboratively with colleagues from diverse cultural backgrounds;
- Very good communication skills and demonstrated ability to convey ideas and concepts to a broad set of participants.
- Excellent English communication and writing skills;
- Proficiency in standard Microsoft Office; and
- Experience in International Organizations, development agencies, government, private sector, or non-profit sector.
