We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949.

We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations. PurposeThe People and Culture (PAC) Policy & Process Analyst supports PAC practitioners in applying policies related to international mobility, employee retention, and engagement.

They ensure alignment with the Collective Staff Agreement (CSA) and other key policies and help manage the escalation process by assessing and directing queries and issues to the right escalation point for proper resolution. The role also involves managing and maintaining global reference documents and libraries, collaborating with key stakeholders to review and update, and adapt policies and other reference documents, as well as maintain document libraries using best practices in knowledge and document management. Additionally, the PAC Policy & Process Analyst supports documentation, analysis, and optimization of processes to promote efficiency while ensuring alignment with existing policies and procedures within the institution.

RelationshipsInternally, interacts with Reward Manager – International Mobility, Business Process Owners , PAC_COE_REWARD, HR practitioners at HQ and the field including teams under GSS HR Shared Services, PAC_OEI_FRA, Office of Corporate Legal Affairs (OCLA), and the Data Protection Office (DPO). Externally may interact with consultants and service providers, as needed. Accountabilities & Functional responsibilities

Support PAC practitioners on policy and process governance, ensuring alignment with the Collective Staff Agreements (CSA) and related policies around international mobility, employee retention and engagement, and their administration. This would include the following:act as a focal point for inquiries related to above topics;analyze and categorize issues, escalating complex cases to the appropriate stakeholders or teams; andmaintain documentation of escalated issues and monitor their corresponding resolution. Support management of global reference documents around said topics:liaise with key stakeholders in reviewing and updating reference documents within a reasonable amount of time as prescribed in internal procedures; andmaintain document libraries and masterlists by applying best practices in knowledge & document management to ensure guiding documents remain relevant and up-to-date.

Support process documentation, analysis, and optimization of related business processes to ensure that processes are accurately documented, standardized (where possible), and aligned with existing policies and guidelines. This would include preparation of data to support impact analyses of new and/or changes in policies and and maintain comprehensive process maps and risk & control matrices, identifying interdependencies and key touchpoints to enhance operational visibility, enable timely issue escalation and resolution, and support efficient process execution;identify and implement process enhancements, leveraging frontline insights to drive efficiency and quality; andmonitor global metrics to support ongoing process improvements and ensure alignment with operational goals

General ActivitiesProcesses requests and inquiries sent using collaboration and service & task management tools in line with internal procedures. Contributes to development of relevant communication collaterals, training materials, and reports that deliver key messages and assist with change management initiatives on above subjects. Collaborates with the Reward Manager- International Mobility, BPOs and relevant internal stakeholders to share best practices and knowledge, support synergies and global initiatives for the improvement of People & Culture and knowledge & business process management practices that help address identified transversal risks and issues.

Selection RequirementsA bachelor's degree in Human Resources or equivalent is required. At least 3-5 work experience in Human Resources is required; a background in international mobility policies, retention, and engagement, is preferred. Experience working in a humanitarian organization is an advantage.

High proficiency in MS Office Suite, SharePoint, and other collaboration platforms is essential. Requires the ability to analyse, interpret and communicate complex information, data sets, and procedural compliance from key stakeholders. Able to adapt to evolving policies, systems, and ways of working in a global and cross-cultural environment.

Proactive in identifying inefficiencies, raising issues, and following through with improvements. Clear and effective written and verbal communication for interacting with various audiences and creating documentation or training materials in English. Knowledge of French is a plus.
