Job Summary:

The Human Resources Supervisor oversees the daily operations of the HR department, ensuring the effective implementation of HR policies, procedures, and employee performance management systems. This role involves managing recruitment, employee relations, performance management, training, compliance with labor laws, and benefits administration. The HR Supervisor provides leadership and guidance to the HR team, aligning HR activities with the company's goals and values, and ensures the team's effective performance. Strong leadership, communication skills, and the ability to handle confidential matters with discretion are essential.

KEY ROLES AND RESPONSIBILITIES

  • Supervision and Coordination
  • Communicate with other employees, departments and applicants to provide information and assistance regarding employment, personnel records, recruitment and leaves.
  • Supervise the HR team, providing direction, support, and feedback to ensure effective performance.
  • Act as a mentor and leader for the HR team, developing their skills and ensuring alignment with the company's strategic objectives.
  • Policy Implementation, Compliance, and Documentation
  • Ensure that appropriate policies and procedures are being followed to meet the organizational objectives.
  • Prepare and issue policy-related documents such as memos, notices to explain (NTE), and corrective actions.
  • Draft and revise HR forms, business correspondences, and certificates of employment as needed.
  • Participate in reviewing and revising HR policies in response to regulatory changes or company needs.
  • Represent the company in dealings with government agencies, handling company concerns and employee benefit claims.
  • Talent Acquisition and Onboarding
  • Supervise the end-to-end recruitment process, including job postings, screening candidates, and scheduling interviews.
  • Oversee the submission of pre-employment requirements and conduct new hire orientation to ensure smooth integration.
  • Training and Development
  • Oversee the development and implementation of training programs to enhance employee skills and performance.
  • Coordinate with department heads to identify training needs and ensure alignment with organizational goals.
  • Liaise with external training providers to customize and schedule programs that meet specific organizational requirements.
  • Employee Records and HRIS Management
  • Maintain accurate and up-to-date employee records (File 201) and ensure confidentiality.
  • Entry and management of employee information in the HR Information System (HRIS).
  • Resolve any HRIS-related issues in collaboration with relevant stakeholders.
  • Timekeeping, Payroll, and Benefits Administration
  • Prepare and process semi-monthly timekeeping reports and ensure accurate entry into the HRIS.
  • Administer government-mandated and company-initiated benefits, ensuring timely processing and compliance.
  • Performance Management and Employee Movements
  • Oversee the performance appraisal process across the organization, ensuring timely completion and alignment with performance standards.
  • Provide guidance to department heads in conducting employee evaluations and assist in goal-setting for performance improvement.
  • Prepare employee movements, including regularization, promotions, salary adjustments, transfers, and separations.
  • Updates Job Description of employees annually or as necessary thru coordination with different department heads.
  • Manage the employee separation process, ensuring the completion of clearance procedures and the return of company property.
  • Offboarding and Exit Process
  • Monitor the offboarding process for resigned employees, including:
  • Ensuring the return of company property (e.g., uniforms, IDs, HMO cards).
  • Completion of clearance and exit interview forms.

Qualifications:

  • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • Minimum of 3-5 years of experience in HR, with at least 1-2 years in a supervisory role.
  • Strong leadership and communication skills.
  • Experience in employee performance management and appraisal systems.
  • Proficient in HR Information Systems (HRIS) and timekeeping systems.
  • Knowledge of labor laws and compliance requirements.
  • Ability to handle confidential information with discretion.
  • Detail-oriented and able to manage multiple HR functions effectively.
