Policy Expert for the Fisheries Sector, Coalitions for Change

Coalitions for Change (CfC) Program Phase 3 – Economic Reform Portfolio

The Asia Foundation's Coalitions for Change program, in partnership with Australia's Department of Foreign Affairs and Trade, seeks a policy expert for the fisheries sector. This remote position will report to the Economic Reform team over a timeline to be determined. Some in-person engagement will be required.

The consultant will provide technical expertise, policy guidance, and sector insights to support evidence-based reforms in the Philippine fisheries and aquaculture sector. This role will involve developing policy recommendations, engaging stakeholders, and advancing initiatives that foster sustainability, strengthen compliance, and promote inclusive growth.

Key Responsibilities

  • Provide technical expertise on coastal zoning, licensing, and compliance for aquaculture structures.
  • Contribute practical knowledge on fisheries operations, supply chains, and market dynamics.
  • Conduct and guide policy analysis on fisheries and aquaculture management.
  • Develop actionable recommendations to harmonize and strengthen policy reforms.
  • Participate in consultations with government, private sector, and community stakeholders.

Qualifications

Required

  • Minimum of 10 years of professional experience in Philippine fisheries or aquaculture management, with emphasis on policy and regulatory compliance.
  • Advanced expertise in coastal zoning and relevant laws and regulations (e.g., Fisheries Code, BFAR guidelines, LGU ordinances).
  • Demonstrated experience in policy drafting, regulatory engagement, and multi-stakeholder collaboration.
  • Strong communication skills and ability to engage with diverse stakeholders.

Preferred

  • Juris Doctor degree.
  • Established networks and relationships within the Philippine fisheries sector.
