Purpose of the consultancy

A consultant is needed to support country and regional efforts on alcohol control through technical assistance, policy development, stakeholder engagement, and strategic communications, aligned with regional priorities and WHO frameworks.

Background

Alcohol use remains a leading preventable risk factor for noncommunicable diseases (NCDs), injuries, and social harms across the Western Pacific Region. It contributes to over 200 disease and injury conditions, and every minute, one person dies from alcohol-related harm in the Region. The WHO Regional Office for the Western Pacific, through the NCD Prevention and Health Promotion (PND) Unit under the Division of Healthy Environments and Populations (DHP), supports Member States in implementing evidence-based interventions to reduce alcohol use and its associated burden.

To accelerate progress, WHO is scaling up technical support to countries in conducting situation analyses, mapping stakeholders, and strengthening cross-sectoral collaboration. This includes facilitating technical briefings and workshops, developing policy briefs, and providing hands-on technical review of draft policy instruments such as legislation, fiscal measures, and monitoring frameworks.

At the regional level, WHO is also intensifying efforts to promote alcohol control through strategic engagement with Member States and technical teams. This includes preparing for the alcohol control agenda of the Regional Committee Meeting, aligning with regional strategies and acceleration initiatives, and developing tailored communications toolkits to engage the public and policymakers. The consultant will also support inter-country learning, documentation of success stories, and finalisation of regional publications and workshops.

This consultancy requires a technically skilled and strategically minded expert with demonstrated experience in alcohol control policy, stakeholder engagement, and public health communications. Familiarity with the WHO Global Alcohol Action Plan 2022–2030, the SAFER initiative, and regional NCD frameworks is essential.

Deliverables

Under the supervision of the Coordinator, NCD Prevention and Health Promotion, the consultant will perform the following activities:

Output 1: Country-level technical support on alcohol control interventions

Deliverable 1.1: Situation analysis and stakeholder mapping completed for selected countries

Deliverable 1.2: Technical briefings and workshops organized in collaboration with country offices

Deliverable 1.3: Draft policy briefs completed

Deliverable 1.4: Technical review of draft legislation, regulations, and fiscal measures

Output 2: Regional-level promotion of alcohol control interventions

Deliverable 2.1: Inputs provided for the alcohol control agenda of the Regional Committee Meeting

Deliverable 2.2: Alignment of technical teams with Regional strategies and acceleration projects coordinated and monitored

Deliverable 2.3: Communications activities supported, and toolkits developed (key messages, infographics, social media assets) and disseminated to country offices

Deliverable 2.4: Inter-country learning activities facilitated, and success stories documented

Deliverable 2.5: Regional workshop or webinar on alcohol control interventions supported

Deliverable 2.6: Regional publication on alcohol control finalized

Deliverable 2.7: Technical inputs provided to integrate alcohol-related injury prevention into regional strategies and communications

Deliverable 2.8: Regional webinar or technical session on alcohol-related injury prevention conducted, highlighting multisectoral approaches and country experiences

Qualifications, experience, skills and languages

The consultant should have the following qualifications and experience.

Educational Qualifications:

Essential: Advanced university degree in public health, public health policy, behavioural science or related field.

Experience required

Essential: Minimum 7 to 10 years of experience in public health research, public health policy development, or related fields.

Desirable: Seven years of experience in alcohol control working closely with governments of various countries; experience in developing and publishing alcohol-control reports, tobacco control reports, or other public health reports for WHO, other UN or international development agencies; experience in designing and implementing strategic communications campaigns and producing communications materials on NCD risk factors (e.g., alcohol, tobacco, unhealthy diet and physical inactivity).

Skills / Technical skills and knowledge

Public health research and data analysis: Proficiency in conducting public health research and analysis to identify trends, root causes, evaluate impact of public health interventions.

English writing skills: The ability to translate data into clear and easy-to-understand information.

Knowledge of alcohol control policies and interventions: Familiarity with evidence-based interventions for alcohol control, as well as the WHO Global Alcohol Action Plan.

Language requirements

Expert knowledge of English (Read/Write/Speak)

On-site: WHO-WPRO, Manila, Philippines

Travel

Travel to countries within the Western Pacific Region may be required. WHO will cover travel costs (including economy airfare, per diem allowance for meals and accommodation). Any costs associated with required visas will be the responsibility of the consultant.

Remuneration and budget (travel costs are excluded):

Remuneration: Band level B: USD 8,000 - USD 9,980 (monthly)

Expected duration:  4 months, August to December 2025
