Job Description:

1.    Ensure Regulatory Compliance

· Monitor site operations to ensure full compliance with:

· DENR: RA 6969, RA 8749, RA 9003, RA 9275

· DOE: Environmental standards for energy projects

· PD 1586O

· Coordinate with EPC contractors and project teams to address gaps.

· Measure Success: Zero violations during inspections; timely resolution of compliance issues.

2. Manage Environmental Permits and Reporting

· Prepare and submit required reports: Self-Monitoring Reports (SMR) and Compliance Monitoring Reports (CMR) to DENR

· Environmental Performance Reports to DOE

· Project monthly environmental status/progress report

· Maintain accurate documentation of permits, manifests, and certificates.

· Measure Success: 100% on-time submissions; complete and validated records.

3. Operate and Maintain Pollution Control Facilities

· Inspect and oversee the operation of: Wastewater treatment systems

· Air pollution control devices

· Hazardous waste storage areas

· Solid waste segregation and composting facilities

· Solid waste - disposals

· Measure Success: Facilities operate within regulatory limits; no breakdowns or unauthorized discharges.

4. Monitor Environmental Performance

· Track environmental indicators such as: Air and water quality

· Waste generation and disposal

· Chemical usage (especially Priority Chemicals and CCOs)

· Noise quality

· Report findings in SMRs and CMRs.

· Measure Success: Accurate and consistent monitoring data; proactive issue identification.

5. Respond to Environmental Incidents

· Investigate and validate environmental incidents reported by the project EPC to PCOs.

· Report breakdowns or releases to DENR within 24 hours.

· Coordinate corrective actions and ensure documentation.

· Measure Success: Timely incident response; effective mitigation and reporting.

6. Roll Out Employer's Environmental Standards

· Implement and align EPC contractor EMPs with: Construction Environmental Management Plan (CEMP)

· Construction Waste Management Plan (CWMP)

· Construction Biodiversity Management Plan (CBMP)

· Conduct briefings and training sessions.

· Measure Success: Full contractor alignment; improved environmental practices.

7. Update Environmental Risk Registry

· Review and update the environmental risk assessment regularly.

· Identify new risks and recommend mitigation strategies.

· Measure Success: Risk registry updated quarterly; reduced environmental exposure.

8. Environmental Campaigns/ Trainings

· Spearhead, collaborate observation of annual national and international environmental events

· Conduct/support environmental awareness programs/trainings/advocacy

9. Perform Other Assigned Duties

· Support HSSE and site management in environmental matters.

· Adapt to evolving project needs and regulatory updates.

· Measure Success: Responsiveness and flexibility; positive performance reviews.

Job Qualifications:

Education Requirement:

· Graduate of Environmental Science, Sanitary Engineering, Chemical Engineering, or other related fields of expertise, holding at least a Bachelor's degree.

Technical Knowledge, Special Trainings and Work Experience:

· Must have
5 years of experience in large-scale projects
as a Pollution Control Officer (PCO) and be proficient in the following areas:

· Environmental Laws and Regulations:
RA 6969
– Toxic Substances and Hazardous and Nuclear Wastes Control Act

·
RA 8749
– Philippine Clean Air Act

·
RA 9003
– Ecological Solid Waste Management Act
