PRIMARY DUTIES:


• Cost Estimation & Budgeting

Preparing accurate project cost estimates, BOQs, and feasibility studies; identifying cost risks and opportunities.


• Cost Monitoring & Control

Tracking project budgets continuously, forecasting costs, and recommending corrective measures for deviations.


• Contractor Billing & Variations

Evaluating and certifying progress billings, variation orders, and change requests; validating quantities through site inspections.


• Site Validation & Quantity Verification

Conducting regular site visits to confirm work accomplishments, material usage, and compliance with design and quality standards.


• Bid Development & Procurement Support

Preparing bid documents, tender evaluations, and contract cost analyses; assisting in procurement and negotiation processes.


• Coordination & Communication

Liaising with architects, engineers, project managers, procurement, accounting, and contractors to ensure timely and accurate cost information.


• Compliance & Standards

Ensuring adherence to company policies, contractual obligations, industry standards, and regulatory requirements.


• Reporting & Documentation

Maintaining comprehensive cost records, progress reports, valuation summaries, and audit-compliant documentation.


• Project Closeout

Assisting in final account reconciliation, cost evaluation, and turnover of complete cost records for future reference.

RESPONSIBILITIES


• Prepare detailed cost estimates, budget plans, BOQs, and feasibility studies.


• Review construction drawings and specifications to identify risks and cost-saving opportunities.


• Manage and monitor project costs to ensure alignment with approved budgets.


• Evaluate and certify contractors' progress billings, variation orders, and change requests.


• Conduct site inspections to validate work accomplishments and material quantities.


• Coordinate with architects, engineers, procurement, accounting, and project management teams.


• Ensure compliance with company policies, contractual obligations, and industry standards.


• Prepare financial reports, cost updates, and project summaries.


• Assist in the preparation of final accounts and project closeout documentation.

QUALIFICATIONS


• Bachelor's Degree in Civil Engineering, Quantity Surveying, or related field.


• Licensed Civil Engineer preferred.


• At least 3–5 years' experience as a QS or Cost Engineer in construction. At least five (5) years in a managerial role overseeing warehouse teams and operations.


• Background in corporate, commercial building, and leisure projects is advantageous.


• Proficient in AutoCAD, MS Excel, MS Project, and estimation tools (Planswift, Bluebeam, or similar).


• Strong understanding of construction materials, methods, design interpretation, and cost structures.


• Good knowledge of contract administration and procurement.

• Strong analytical and problem-solving ability.


• Excellent communication, coordination, and negotiation skills.
